FINANCE OFFICER TERM OF REFERENCE

INTRODUCTION

Somali peace Line (SPL) is non-profit making and non-governmental local organization, established to contribute towards bringing lasting and sustainable peace, advocate for human rights of disadvantage groups, capacity building, social harmony and good governance.  Somali Peace Line was founded in 1995, following the second International Congress of Somali Studies in Paris, France that looked at the “Culture of Peace in Somalia”. SPL fulfills a distinct mandate and is guided by the principles of Political and Social Non-partisanship, Transparency & Accountability, Best Interests of the Child, belief in the capacity of Somalis to solve their own problems, Gender equity and reduction and/or elimination of poverty and illiteracy as a means to sustainable peace. Somali Peace Line focuses Peace building and Protection and Promotion of Human rights (especial women and children), Social Harmony and Governance fields and connects with its key stakeholders. It has worked with various donors to Strengthening the role of youth in peace building, women peace and security, Safety first and Reviving Culture; Building Peace in Mogadishu.  SPL’s main focus areas are Peace Building.

Work permit This is local position and can be applied only Somalis who don’t need work permit

 JOB PURPOSE

The Finance Officer contributes to the effectiveness and impact for SPL program by supporting the Head of Operations to ensure sound financial, grant management, and administrative practices across the Country. The post holder works with the Operations Managers, Program Manager and project Managers to ensure that the financial and administrative systems and procedures are of high quality and compliant with requirements of SPL, donors and program policies and budgets across the country. Additionally, she/he actively engages with others organizationally to ensure that SPL’s overall finance and administrative systems and procedures are sound and compliant. The post holder will deeply ensure financial source documents are intact and filed properly on time.

DUTIES AND RESPONSIBILITIES

  • Clearly implement SPL financial policies to operational efficiency.
  • Oversee the preparation and planning of budgets.
  • Maintain records and receipts for all daily transactions.
  • Ensure financial records are kept up-to-date with the latest transactions and changes.
  • Contribute to financial audits.
  • Monitor all bank deposits and payments.
  • Perform periodic financial analysis to detect and resolve problems.
  • Prepare balance sheets and invoices.
  • Receive and review monthly office accounts and partner reports from the field offices, ensuring balances reconcile to the system, ensure financial monitoring is up to date and correctly documented;
  • Review and ensure that month end bank reconciliations and supporting documents are correct and in line with Donor requirements, and that accounts are posted in line with month end timetable.
  • Check reports for financial accuracy and proper coding of expenses in line with relevant systems and procedures;
  • Ensure budgets are up to date, accurate and available to all. Flagging any issues of concern to relevant managers
  • Review financial reports submitted to donors, providing additional support in producing these as required;
  • Review advance/reimbursement requests to donors developed by relevant programs
  • Ensure that the accounting package (Business Dynamics) is maintained and utilized in an appropriate and effective manner
  • Support Line Manager in the annual budgeting process, as well as other periodic analysis of field finance reports, including subsequent tracking of income, expenditure and overheads’ in line with approved annual budget for the field Offices.
  • Flag areas of concern on major deviation from program annual budget.
  • Maintain and collaborate with human resource or personnel officer for the staff payments and liaise with field accountants on salary transfers and bank deposits.

  1. Essential Requirements

SPL is on the hunt for a highly-analytical and qualified Financial Officer to join its team. In this position, she/he will be responsible for the financial health of our company by managing our financial procedures. For this role, the skills, qualifications and experience listed below are important, but we believe that to be great in this job you need to be both exceptionally organized and flexible and be able to maintain a positive attitude to your work even when under stress. You will be proactive with a strong sense of initiative and the ability to set your own priorities dependent on the situation you find yourself in. It is essential for you to be detail-orientated but also occasionally able to step back and see the bigger picture. In addition to sound financial and administrative skills, you will have excellent interpersonal and communication skills (both verbal and written)

A demonstrated understanding of the budgetary and operational best practices and regulations as they relate to international NGOs A minimum of 5years’ experience managing and forecasting budgets in line with donor requirement and operational needs. A minimum of 5 years’ experience of grants and contract management from diverse donor (such as EU, USAID, Foundations) in an INGO environment General office administration experience including soft and hard filing/archiving, and basic knowledge of systems development and implementation. Has an experience of writing and/or reviewing both narrative and financial reports to donors. Has an ability to work effectively in teams – both immediate and geographically dispersed Computer literate with an excellent command of Excel. Has a high degree of emotional intelligence and is able to interact successfully with a diverse range of people. Is non-judgmental, able to remain impartial, and understand different perspectives. Has an experience in capacity building of colleagues and partner organizations meticulous attention to detail, particularly in regards of financial data management.

  1. Desirable Requirements

The applicant should have at least;

  • Bachelor’s degree in Finance, Accounting or relevant field.
  • A minimum of 5 years’ experience in a similar role.
  • In-depth knowledge of financial regulations and accounting processes.
  • Outstanding analytical and time management skills.
  • Strong attention to detail.
  • Excellent written and verbal communication skills.
  • Ability to communicate effectively (spoken) and read reports in both Somali and English; ability to prepare reports in either English or Somali
  • Understanding of project design, management and implementation
  • Familiarity  and worked with a variety of accounting software packages

  1. Travel Requirement

This position is based SPL’s Head office in Mogadishu. Travel to field offices in various locations in the country may be required.
