Fisheries Senior Support – Somalia

Organizational Setting

The key mission of the FAO Representation in Somalia, which is led by the FAO Representative (FAOR), is to assist and support the national government in developing policies, strategies and programme aimed at accelerating the implementation and achievement of the Sustainable Development Goals (SDGs) in FAO’s global mandate and strategic objectives.

More specifically, FAO’s response aims to address national needs and priorities in achieving food security, reducing hunger and malnutrition, developing agricultural, fishery and forestry sectors, ensuring the sustainable use of environmental and natural resources and responding to recurrent emergencies.

The current portfolio of activities of the FAO Representation in Somalia includes a wide scope of technical support interventions ranging from policy support through livestock and crop production to natural resource management, Nutrition, value chain, food security analysis and water and land information management. FAO is also implementing several emergency, resilience-building, and development interventions, with the support of its five field offices and close to 400 staff in partnership with the Federal and State line ministries.

Reporting Lines

The position is under the overall supervision of the FAO Representative in Somalia, the direct supervision of the Emergency Coordinator and the Fisheries Coordinator.

Technical Focus  

The Fisheries Senior Support will be responsible for providing support to the fisheries emergency interventions in Somalia that include Cash + Fisheries, inputs distribution, training etc and assisting the Fisheries Sector Team as necessary on a range of Resilience Projects. S/he will liaise with programme teams to ensure that thematic, programme and project implementation is carried out in line with FAO’s corporate goals and strategic focus, as well as with FAO-Somalia’s internally agreed quality standards.

•    Provide significant support to the program planning of the fisheries emergency interventions in Somalia;
•    Support the implementation and delivery of fisheries emergency interventions including Cash + Fisheries, inputs distribution, technical and institutional development training etc, in Somalia according to FAO’s emergency programme objectives;
•    Assist in identifying procurement needs and compilation of specification requirements for procurement of materials, fisheries inputs and services as per the FAO guidelines;
•    Closely supervise the work of implementing partners on the ground while ensuring that project activities are running smoothly and in line with FAOs Risk Management Framework and the project objectives, and ensure timely implementation and accomplishment of the planned fisheries emergency project activities;
•    Ensure the effective communication among FAO (Information Management, Finance, Monitoring and Evaluation and others) as applicable and Service Provider (SP) field staff and facilitate proper/effective coordination of all the fisheries emergency interventions with the emergency programme officer/ emergency coordinator and members of the Fisheries Sector Teams;
•    Support in the capacity building/ training of SPs on project implementation requirements including FAOs implementation guidelines and risk management framework;
•    Support in the development of training materials and dissemination of knowledge/ capacity building of fisheries emergency beneficiaries on different emergency approaches including good fisheries and nutrition approaches;
•    Track delivery and implementation challenges or constraints and reporting them to the Programme Officer in a timely manner to ensure timely effective corrective action;
•    Review and compile all data and reports on fisheries emergency activities submitted by the SPs against the LOA targets and liaise with them to ensure proper utilization of project funds and initiate beneficiary and SP payments based on the activities undertaken in the field;
•    Support in information management of project activities deliverables through collating and compiling accurate project data;
•    Support in the documentation and reporting of project activities, best practices and lessons learnt throughout the the implementation and delivery of fisheries emergency interventions to relevant stakeholders (FAO/ donors) in close collaboration with the information and monitoring officers;
•    Support with consultative meetings/ workshops and field missions to review fisheries emergency interventions progress, learn from challenges and recommend improvements;
•    Represent FAO in meetings with NGOs where necessary on fisheries emergency interventions.
•    Document lessons learnt from different projects being implemented within the unit;
•    Support other relevant units in carrying out fisheries related activities such as monitory and evaluation and crop yield assessment, money vender and mobile money reimbursements etc;
•    Closely work with the operations team to ensure financial reports ae updated in a timely manner for fisheries related projects;
•    Complete in a timely fashion, relevant work planning and reporting tools and attend internal meetings as necessary;
•    Support data analysis at various levels and from demonstration plots.
•    Assist the Fisheries Officer in all aspects of the FAO Somalia fisheries programme;
•    Provide technical inputs to projects implemented across Somalia as necessary;
•    Provide technical input for developing fisheries-related project proposals to be presented to donors;
•    Support a range of administrative tasks for the programme including development and clearance of LoUs/LoAs, preparation of financial and procurement documents as required;
•    Support members of the Fisheries Team on Missions to and within Somalia as required;
•    Active liaison with other units in FAO SO to ensure project tasks are implemented in a timely fashion and within budget;
•    Compile lists of beneficiaries from a range of fishery projects;
•    Prepare progress reports as well as a final detailed and budgeted project proposal at the end of the assignment to be presented to the OiC FAO Somalia;
•    Actively participate in Sector Team meetings and complete accurately and in a timely fashion, project planning and reporting tools as necessary;
•    Perform other related duties and activities upon instruction from the Officer in Charge / Fisheries Officer of FAO Somalia.
