- BACKGROUND OF THE PROJECT
The Ministry of Education Culture & Higher Education is implementing the Somalia Empowering Women Through Education and Skills (Rajo kaaba) financed by the World Bank. The Project Development Objective (PDO) is to improve literacy and numeracy skills of women in selected areas and to prepare women for leadership roles. To achieve these objectives the project is comprised of the following three components: Component 1. Skills for Life and Labor Market Success. This component will support adolescent girls and women to acquire basic literacy and numeracy skills, cross-cutting socio-emotional and life skills, and skills to improve their livelihoods. Component 2: Higher Skills Development for Women’s Leadership. This component will create a consortium of women’s colleges and women’s development centers to expand women’s higher education access and leadership development opportunities; and Component 3: Technical Assistance and Project Management. This component aims at supporting systems strengthening efforts, technical assistance, and project management, including on data systems, policy, and strategy development, remote delivery of services, monitoring and evaluation, and capacity building at federal and state level.
The Ministry of Education, Culture and Higher Education (MoECHE) intends to hire a qualified Financial Management specialist to be responsible for implementation of financial activities within the Somalia Empowering Women Through Education and Skills.
Responsibilities: The FM specialist will be responsible for Maintaining all accounting records in line with approved accounting standards and in line with the World Bank’s and Government’s regulations and ensure that disbursements are made in accordance with approved annual budgets and work plans together with the Project management. The FM specialist will ensure that all payments are done in accordance with good accounting practices and in line with the project objectives and financing agreement and ensure prompt release of funds once approved to beneficiaries. He/she will ensure that the filing system of the accounting records are always satisfactory, and they are easily retrievable for reviews and audit purposes. The FM specialist will assist in management of fixed assets by ensuring timely update of fixed assets register, and physical verification of assets, at least twice a year, as guided by fixed assets management Policy”.

- Selection Criteria: The selection shall be based on the qualifications, experience and skills of the candidate and followed by an interview. The qualifications, experience and competencies include:
- Master’s degree in accounting, finance, statistics or business administration.
- Professional qualification in financial management e.g., CIPFA IPFM, ACCA, CPA etc. Registration with any financial management related recognized professional body will be an added advantage.
- At least 7 years of experience in financial management or audit.
- Preferably at least 3 years of post-qualification experience in financial management directly relevant to public sector and/or international development organization.
- Experience of project financial management in a developing country; experience in a fragile state is preferable.
- Knowledge of the World Bank or International Financial Reporting Standards (IFRS) and International Standards on Auditing (ISA).
- Knowledge of International Public Sector Accounting Standards (IPSAS) and the International Standards of Supreme Audit Institutions (ISSAI) would be an added advantage.
- Knowledge of National and International Financial Reporting Standards in public sector and Budget Legislation in Somalia.
- Practical experience accounting approved by the World Bank
- Ability to generate structured reports on financial management, communicate effectively and keep correspondence.
- Work experience with World Bank funded projects desirable.
- Good understanding of education sector in Somalia.
- Excellent computer skills in Microsoft Office tools (Word, Excel, and PowerPoint) and Internet use, including database use is required, working experience of IFMIS will be an added advantage.

REPORTING
The FMS will directly report on a day-to-day basis to the PMU Project Manager and technically to the Accountant General. He/she will be expected to closely work with the EAFS Director in the Accountant General’s Office, Ministry of Finance and Procurement Specialist to smoothly run project operations.
- TIMING Duration of Assignment:
The FM specialist shall be contracted for an initial one-year period.
The Ministry of Culture and Higher Education (MoECHE) now invites eligible Individual Consultants to indicate their interest in providing these services. Interested Individual Consultants must submit the following: (i) Curriculum Vitae (CV) with 3 reference persons; (ii) copies of certificates of academic qualifications; and (iii) cover letter indicating that they are qualified to perform the services.

A Consultant will be selected in accordance with the Individual Consultant method set out in the World Bank Procurement Regulations.
