CHILD SAFEGUARDING: Level 3: the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:
Save the children international Somalia country office is seeking a GBV and Female Genital mutilation Specialist for the anticipating Damal Caafimad Health Project.
The GBV Technical Manager will be directly responsible for supporting the technical aspects of the GBV activities for the anticipated Damal Cafimaad health program, ensuring it is implemented with quality.
S/he will oversee the planning and implementation of GBV activities, build capacity, manage the GBV staff, provide technical support to other the components under the program, ensure GBV prevention and response aspects integrated throughout the program and internal and external coordination.

Dimensions: Save the Children works in several regions in Somalia/Somaliland with a current staff complement of approximately 650 staff

KEY AREAS OF ACCOUNTABILITY:
Providing Technical support Program.
- Oversee the program’s GBV activities and provide advice, support, and assistance in the development of training materials, IEC/BCC materials and methodologies, etc., as necessary to achieve project goals;
- Provide thematic expertise on GBV/ FGM in relation to human rights, reproductive health, and gender, ensuring that the project at the regional level is in line with the global guidelines;
- Engagement/meetings/orientation to district officials, head of hospitals and other relevant actors on, national policies on CMR, referral pathway coordination, etc.
- Arrange/ Conduct training on GBV clinical management, including the syndromic management of Sexually Transmitted Illnesses (STIs) and use of devices/ MISP kits and treatment including for child survivors;
- Contribute to ongoing assessments and analyses to better understand protection risks, to map points of service for survivors of GBV and vulnerable individuals, and to identify support structures;

- Analyze trends of GBV and develop/adjust program strategies to meet needs;
- Liaise with MoH and management of health facilities, as required, to ensure commitment to the provision of health services to survivors of gender-based violence, including sexual assault and rape;
- In close collaboration with the Program Manager and logistics and finance teams to support all activities of the Damal Cafimaad health program in the program location. These include but are not limited to providing close technical support, ensuring the quality of program implementation, ensuring cross-learning and documentation, sharing lessons with relevant partners, ensuring compliance with health thematic plan and organizational standards, etc.;
- Responsible for synthesizing and documenting FGM/C activities and results, including documenting case studies, success stories, and lessons learned of the program;
- Consider security implications of all GBV interventions, in consultation with relevant partners;
- Actively promote PSEA (prevention of sexual exploitation and abuse) standards among beneficiaries served by Save the Children.
Coordination and Representation
- Coordinate with all relevant actors and actively participate in protection/ GBV sub-cluster/working groups, coordinated assessments, mapping services, information sharing, etc.
- Coordinate with other GBV actors in the targeted area, including local organizations and security representatives.
- Identify and support local organizations committed to women’s rights and empowerment.
- Work with partners and community members to develop a referral mechanism for available services.
- Coordinate with other sectors as possible to ensure integration of GBV concerns into various interventions, in line with the IASC GBV Guidelines.

QUALIFICATIONS AND EXPERIENCE
Essential
- Medical Doctor, Qualified Nursing, or Master of Public Health degree strongly preferred
- Holds of a Bac + 5 Diploma or equivalent, in Public health, social sciences, project management, or similar discipline
- At least eight years of overall professional experience
- At least five years of experience in supervising GBV and FGM/C prevention and response activities in a healthcare setting is required
- At least five years of experience in GBV and FGM/C awareness raising is strongly preferred
- Excellent knowledge of the guiding and ethical principles that govern work with survivors of GBV and FGM/C and good practices in the implementation of activities to prevent and address GBV and FGM/C
- A strong understanding of principles of medical care for GBV and FGM/C
- Good experience in data collection and analysis on GBV and FGM/C
- Relevant legislation/legal frameworks in Somalia in the area of GBV is preferred
- Excellent command of Somali and strong ability to write reports;
