  1. Background  

The GBV Risk Management Officer will be responsible for providing technical support on GBV risk management requirements including additional identification of GBV risks, prevention, risk mitigation and response to GBV risks, including SEAH related to the project implementation as well as the implementation of the GBV/SEAH prevention and response action plan for the project to ensure safe working conditions, address GBV/SEA/SH risks and provide capacity building and sensitization for project stakeholders, including direct project staff and contractors about GBV risk mitigation, management, and monitoring. The ES team will work together to implement the Baxnaano environmental and social management framework, including a stakeholder engagement plan, labor management procedures, and medical waste management plan to promote E&SRM mainstreaming across the project life cycle. The GBV Officer will closely work with the FGS Social Specialist to deliver key Social Instruments activities.

  1. Responsibilities of the assignment.

The overall responsibilities of Risk Manager Officer are (i) Oversee the implementation of the SEA/SH prevention and response  Action Plan and GBV/ SEAH elements within Labour Management Procedures, Environmental and Social Management Framework (ESMF), and Security Management Plan, ensuring thorough implementation and monitoring, (ii ) Design and deliver comprehensive capacity-building programs on GBV/SEAH prevention and response for project stakeholders, including project staff, civil servants, and contractors. Enhance synergy and collaboration across governments and partners, (iii) Promote awareness raising and trust in the grievance mechanism and ensure confidentiality and whistle blower protection in complaints handling, (iv) Develop an accountability and response framework for GBV incidents enabling a survivor centered approach to ensure survivors of GBV receive appropriate support in accordance with their needs, subject to consent of the survivor while respecting their right to confidentiality and safety, (V) carry out other activities detailed in the Terms of Reference (TOR) for the assignment that can be found at the following website: www.molsa.gov.so  

  1. Selection Criteria:

Selection shall be based on qualification and experience of the candidate and followed by an interview. The minimum qualification, experience and skills should include:

  • A degree in sociology, anthropology or community development, or gender.
  • At least five years of experience in supervising GBV prevention and response activities.
  • At least five years’ experience in conducting awareness campaigns on women’s rights, gender equality, GBV, and/or reproductive health is considered an asset.
  • Excellent knowledge of the guiding and ethical principles that govern work with survivors of GBV and good practices in implementing activities to prevent and address GBV.
  • At a minimum, seven (7) years of community development experience in Somalia, in different regions of FGS, including at least some experience of each of promoting gender and vulnerable and marginalized groups inclusion, conflict mitigation, labor management, security management, participatory approaches, and feedback mechanisms.
  1. Duration: The duration for the assignment is 12 months, renewable based on satisfactory performance and availability of budget.

The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing Goods, Works, Non-Consulting and Consulting Servicesdated July 2016 and revised in November 2017, August 2018, November 2020 and September 2023, (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
  3. A Consultant will be selected in accordance with the Individual Consultants Selection method set out in the World Bank’s Procurement Regulations.
