About the Project:
Green and Resilient Ecosystems for Somali Livelihoods (Hal-Abuur) project aims to scale up the climate resilience of ecosystems and livelihoods in Somalia by operationalizing the Great Green Wall Initiative (GGWI). Funded by the Adaptation Fund, with IFAD as the implementing agency and SADAR Development and Resilience Institute as the executing entity, the project addresses the critical challenges of land degradation, frequent droughts, and floods. The project objective is to scale-up the climate resilience of ecosystems and livelihoods in Somalia by operationalizing the Great Green Wall Initiative in the country. The project has 3 main components:
Component 1: Green and resilient agropastoral and pastoral ecosystems in Somalia.
Component 2: Resilient agropastoral and pastoral livelihoods in Somalia.
Component 3: Operationalization of the Great Green Wall initiative in Somalia.
Job Summary:
Within the duration of the assignment, Gender and Social Inclusion Officer will be responsible for ensuring that gender equality, youth empowerment, and the inclusion of marginalized groups (including minorities and Internally Displaced Persons – IDPs) are mainstreamed into all project activities.
Guided by the project’s Gender Strategy and Action Plan, the Officer will lead the implementation of specific household methodologies (such as GALS), ensure compliance with the Adaptation Fund, IFAD & SADAR Gender and Social Policies, and oversee the achievement of the project targets (50% women, 50% youth, and 15% marginalized groups).
Key Responsibilities:
- Review the relevant project documents on the requirements for gender mainstreaming, including ensure compliance with the Adaptation Fund, IFAD & SADAR Gender and Social Inclusion Policies.
- Lead the implementation of the Hal-Abuur Gender Strategy and Gender Action Plan, ensuring all targets and activities are executed on time and within budget.
- Participate in the development and review of Annual Work Plans and Budgets (AWPBs) to ensure gender and social inclusion activities are adequately funded and prioritized.
- Adapt and introduce household methodologies, specifically the Gender Action Learning System (GALS), into project capacity-building activities (Pastoral/Farmer Field Schools) to address power dynamics and workload balance at the household level.
- Facilitate the Gender Sensitive Climate Vulnerability & Capacity Analysis (GCVCA) during the development of Community Climate Resilient Investment Plans (CCRIPs) to ensure women’s and minorities’ voices prioritize investments.
- Ensure the meaningful representation of women and youth in local governance structures, including Village Development Committees (VDCs) and Community Development Associations (CDAs).
- Monitor the beneficiary selection for Cash for Work (CfW) schemes to ensure fair access for women and vulnerable households, overseeing the implementation of quotas and flexible work arrangements (e.g., tasks suitable for women, flexible hours).
- Oversee the integration of gender modules into the Pastoralists and Farmers’ Field Schools (P/FFS) curricula.
- Support the establishment and professionalization of women-led cooperatives, specifically focusing on tree nurseries and Non-Wood Forest Product (NWFP) value chains.
- Coordinate training on business skills and financial inclusion for women and youth, accommodate their specific needs and domestic responsibilities.
- Identify and promote female role models and “champions” in Naturally Assisted Regeneration (NAR) to encourage peer-to-peer learning among women.
- Report on the processes, outputs and results of poverty targeting, gender mainstreaming and social inclusion.
- Facilitate knowledge sharing and documentation around processes, results and lessons learned regarding poverty targeting, gender mainstreaming and social inclusion, and building sustainable and cohesive community organizations.
Qualifications and Experience:
- Education:
- Gender & Social Inclusion Officer should have at least a Bachelor’s degree in Sociology, social science, development studies or other relevant discipline, preferably with a specialization in gender and project cycle management.
Technical and Functional Experience:
- The Gender Expert should have:
- A minimum of 5 years practical experience in the field of gender equality and gender mainstreaming
- Formal training in gender analysis and gender planning and demonstrated expertise in mainstreaming gender in projects and programs, especially in natural resources management projects.
- Familiarity with gender analysis tools and methodologies in projects addressing adaptation to climate change.
- Strong communication skills, and ability to liaise with various stakeholders, including government officials. Excellent interpersonal skills, with proficiency in English and Somali.
- Proficiency in use of computer and applications of word, excel, etc..
- Experience in capacity building and training, with excellent facilitation skills.
- Strong understanding of the gender dynamics and challenges in Somalia.
- Willingness to travel to project sites and work in challenging environments.
- Ability to work independently and as part of a team
Working Conditions
The position is based at the national level in Mogadishu with frequent travels to project sites.
