- Background
The Government of Somaliland has received a grant from the World Bank to implement the Somali Electricity Sector Recovery Project (SESRP). The Project Development Objective of SESRP is to increase access to electricity services and to re-establish the electricity supply industry in the Project Areas.
The Ministry of Energy and Minerals (the Ministry) has established a Project Implementation Unit (PIU) to carry out the day-to-day activities of project planning, coordination, and implementation of the Somali Electricity Sector Recovery Project.
The project comprises of the following four components: (i) Sub-transmission and distribution network reconstruction, reinforcement, and operations efficiency in the major load centres of Hargeisa; (ii) Hybridization and battery storage systems for mini grids; (iii) Stand-alone solar off-grid access to public institutions (Health and Education); (iv) Institutional Development and Capacity Building.
The Ministry of Energy and Minerals (MoEM) therefore intends to apply part of the proceeds of the SESRP Project to hire an Individual Consultant (“a Gender Specialist”) is to Provide technical advice on gender integration for World Bank energy projects, lead gender integration in SESRP, oversee gender issues in project implementation, support Ministry’s gender focal point, and advise on monitoring gender indicators of the project.
- Scope of Work and Responsibilities:
Working closely with the project coordinator, the Gender Specialist will be responsible for:
The Gender Specialist’s role involves collaborating with the World Bank and managing the implementation of the SESRP Gender Action Plan in the Energy Sector. To conduct gender assessments, propose measures to address gaps, and develop materials for capacity building. The specialist supports the Ministry of Energy in promoting gender inclusion, integrates gender considerations into monitoring activities, and works on closing skills gaps for women engineers. To raise awareness, organize training, and liaise with World Bank Project Teams for Somaliland energy projects. Additionally, the specialist prepares documents and assists in gender-related studies as assigned by the Project Coordinator.

- Selection Criteria:
Selection shall be based on the qualifications and experience of the candidate and followed by an interview. The minimum qualification, experience and skills should include:
Bachelor’s degree in Gender Studies, Management, Development studies, or relevant social science fields. A master’s degree is a plus. 4-7 years of professional experience in gender analysis and mainstreaming, preferably in international development projects. Experience in Somaliland National Gender Policy as well as World Bank’s Gender Strategy is an added advantage. Experience in project implementation of development projects in remote areas. Knowledge of gender issues in the Somaliland Energy Sector Context. Experience working in projects by NGO’s, international development organizations, governments and public institutions is essential. Understanding of Somaliland’s unique context. Fluency in oral and written Somali and English. Readiness to work in multi-cultural and fast – paced environment meeting tight deadlines. Reputable person with good ethical and moral character.
- Duration:
The duration for the assignment is initially for a twelve (12) months period with an extension based on project duration.
- The Ministry of Energy and Minerals now invites eligible Individual Consultants to indicate their interest in providing the above-mentioned services. Interested Individual Consultants must provide information indicating that they are qualified to perform the services and furnish (i) Curriculum Vitae (CV) with 3 reference persons; (ii) Copies of Certificates of Academic qualifications; (iii) Cover letter Indicating that they are qualified to perform the services.
- The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017 and August 2018 and November 2020, and September 2023 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.
- A Consultant will be selected in accordance with the Individual Consultants Selection method set out in the World Bank’s Procurement Regulations.
