GENERAL PROCUREMENT NOTICE
- The Federal Government of Somalia has received a grant from the African Development Fund Transition Support Facility to finance the Institutional Support for Economic Governance Project (ISEGP)
- The principal objectives of this project is to strengthen domestic revenue mobilization, public expenditure management, and accountability for greater economic resilience. The overall objective is to strengthen domestic revenue mobilization, public expenditure management, and accountability for greater economic resilience. Consistent with the NDP-9 strategic priorities, the project aims to achieve this objective by: (i) enhancing domestic revenue mobilization to preserve the country’s medium-term fiscal sustainability; (ii) promoting inclusive governance, accountability, and institutional capacity, thus fostering the ability of Somalia to curb corruption; and (iii) strengthening debt management framework and greater transparency to improve Somalia’s debt sustainability.
- The project design covers three components: (i) enhancing domestic resource mobilization; (ii) improving public expenditure and debt management; and (iii) Strengthening capacity for project management. Across the first two components, the Bank’s support will include the transfer of knowledge through technical assistance, which will involve formal and on the job training for government counterparts at FGS, FMS, and Somaliland in a wide range of areas . Component 3 will be devoted to monitoring and evaluation activities, external audit and project management activities
- Procurement of goods and/or works will be in accordance with the Bank’s Rules of Procedure for the Procurement of Goods and Works. Acquisition of the services of Consultants will follow the Bank’s Rules of Procedure for the Use of Consultants. Bidding documents are expected to be available in January 2024.
