  1. Summary of position

Manages and maintains the Action Against Hunger’s (Somalia) Geographic Information System (GIS) data layers to support day-to-day operations and significant GIS applications within the organization. Maintains effective working relationships with Action Against Hunger employees, the mission and other stakeholders. S/he is responsible in collecting, organizing and interpreting statistical information to help the Action Against Hunger and stakeholders use it to make decisions. S/he will utilize technical expertise to ensure GIS and service data are accurate and high-quality. S/he is then analyzed, designed, and presented linking with dashboards/visualizations apps such as PBI in a way that assists staff, the mission, and stakeholders make better decisions. S/he will gather and scrutinize data using specialist tools to generate information that helps others make decisions.

Purpose:

The GIS Data Analyst will undertake the Programs data analysis and mapping using the different GIS apps. S/he will create and maintain the Action Against Hunger’s existing GIS data layers, topologies, geometric networks, and other specialized data using ESRI GIS software and GPS. Manages and creates GIS datasets related to Health, Nutrition, Water Infrastructure, FSL, and conducts special projects to support the needs of the Action Against Hunger’s Projects, the donor, and other stakeholders. Performs various research and development activities and functions for the GIS including researching and compiling data, developing, modifying, and maintaining digital data, creating and revising data update processes, participating in the design and organization of spatial data coverage, and taking the appropriate remedial action to correct quality deficiencies. Operates and utilizes a variety of GIS related equipment, including personal computers, global positioning systems, plotters, digitizers, image scanners, and other related hardware. In addition, maps all the data with existing program dashboards in a way that will be utilized for internal and external audiences.

Engagement

Collaborate with the MEAL team members on feasible weekly, monthly, and quarterly work plans, Coordinate with program team members to maximize data presentation and utilization by creating and standardizing GIS and monitoring tools to monitor key processes, outputs, and outcome indicators related to each sector of intervention. The position will support all the country’s programs.

Delivery

The GIS Data Analyst will manage data as well as analysis and map data generated from routine monitoring activities, studies and facilitate timely and quality reporting to internal and external stakeholders.

  1. Essential job duties

Analyse spatial data through the use of mapping software (ArcGIS/QGIS or others). Design digital maps with geographic data and other data sources.

Discover patterns and trends through spatial mapping of data.

Create “shapefiles” to merge topographical data with external data by layering external data over a topographical map. Convert physical maps into a digital form for computer usage.

Performing data munging and cleaning to convert data into its desired form.

Produce reports on geographic data utilizing data visualizations, and mapping GIS data with visualization apps such as Power BI

Extract and collate information from a variety of internal and external sources.

Interpret and analyze large and varied amounts of complex data to provide accessible, meaningful and understandable information for a broad spectrum of users (SMT, managers, HoDs, and other stakeholders).

Ensure Data Utilization work-plan is developed for the mission

Share M&E data, learning documents and reports via programs dashboard linked with GIS. Contribute to the quality, accountability and impact measurement process of the program Develop and share monitoring reports with relevant staff

Support PMs/HODs during preparation of Donor’s quarterly reports and other presentations.

While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing, and turn out heavy volumes of work accurately, within short time frames under. Must be able to proofread own work accurately so that only minor corrections are needed on an infrequent basis.

  1. Working Conditions, Travel and Environment

The duties of the job require regular job attendance at least five days per week. Must be available to work outside normal office hours or on the weekends as required.

Must be able to travel as required for standard domestic and international official matters. While performing the duties of this job in the field.

Skills and Qualifications

Bachelor’s degree in quantitative discipline (preferably in Social Science, Economics, or Statistics) Experience in designing tools and strategies for data collection, analysis and production of reports

  1. Required Skills & Experience

At least 4 years of professional experience in the field of GIS and Monitoring and Evaluation Degree in GIS, Computer Science, Geography, Surveying or related field.

Knowledge of computer applications, cartography, and other related subjects related to the management of GIS and programs;

Knowledge of GIS programming languages, remote sensing, cartography, GIS applications and operations, script development, and maintenance and documentation;

Knowledge of programming and administration of GIS web applications and ArcGIS Serve Knowledge of database programming languages such as SQL, R or Python.

Knowledge of front-end design languages such as HTML, CSS, JavaScript and various mapping languages. Ability to provide user support and training and develop and write training materials for users

Experience with GPS measuring tools. Outstanding quantitative skill set.

Attention to detail and good problem-solving skills. Analytical mindset.

Excellent written and verbal communication. Good interpersonal skills.
