Project Background:
We are a project funded by USAID and implementing projects in Somalia.
Position Summary:
The Grants Officer (GO) supports the development, management, and closeout of grant agreements and supporting documentation in accordance with USAID regulations and organization’s policies and procedures. The GO is responsible for preparing award documentation while coordinating closely with the rest of the Grants Management Unit (GMU, inclusive of Learning, Grants, and Procurement teams) to ensure that compliance requirements are adhered to throughout the life of each grant activity, such as due diligence, grantee vetting, environmental compliance, timely submission of grantee deliverables, budget development, and proper financial oversight. The GO is key in facilitating coordination with others within the program to secure the timely and proper development, implementation, and closeout of grant activities.
Duties and Responsibilities:
- During idea development, support other program staff to address potential compliance challenges as they emerge in terms of activity design, budgeting, and overall activity development.
- Lead the development of budgets for individual activities to be implemented, coordinating with the procurement team to identify goods and services required for successful implementation and their associated costs.
- Oversee grant compliance throughout activity implementation; regularly review expenses against budgets to ensure that all costs are being tracked properly and that all required items are being purchased as planned; check expenses against budget at the conclusion of the activity to ensure all expenses are accounted for prior to closing activities.
- Coordinate with the Procurement and Logistics Officer (PLO) to ensure all documentation is being completed correctly; ensure that procurements and delivery of goods to grantees are moving forward appropriately.
- Coordinate with the Program Development Officer (PDO) to arrange kick-off meetings with grantees to cover all the practical details of grant implementation and oversight.
- Complete all activity documentation such as grant agreements, transfer of titles, and activity close out forms.
- Regular travel to field sites to support activity development, implementation, and closedown.
- Work with grantees and other GMU members to ensure that all necessary permits and/or authorizations to implement the activity are obtained as necessary.
- Submit cash advance requests and manage cash payments and liquidation of advances necessary to implement activities.
- Coordinate with the MEL team to support the execution of M&E tasks – including to take photos, collect attendance sheets, conduct focus group discussions or key informant interviews.
- Review all grant documents, deliverables, and financial records for accuracy and ensure they are uploaded in the proper location.
- Ensure that procurement, finance, logistics, and programmatic aspects of each activity are being implemented on-time and in accordance with the approved activity and budget, along with USAID rules and regulations.
- Contribute to the development of weekly activity notes, and any reports required for your region of work.
- Assist in development of annual strategies, and in individual grant development while following key do no harm principles.
- Other tasks as assigned by supervisor.
Skills and Qualifications
Education and certifications:
- Bachelor’s degree in a relevant field required.
Key Position Competencies and Experience:
- Minimum of four years’ experience in the management and administration of grants and/or donor-funded projects, such as activity management, financial management, procurement, and/or sub-contracting. Experience with NGOs and/or community-based organizations is preferred.
- Demonstrated experience with cash and in-kind grant management focused on ensuring that procurement, finance, logistics, and programmatic activities are being implemented on-time and in accordance with the specifications of the approved activity.
- Experience in working with local organizations on project design, assessing capacity, providing guidance on procedures, and ensuring compliance with donor policies.
- Prior experience working with USAID contract and grants management policies and procedures is highly desirable, particularly experience with stabilization, peacebuilding, and/or democracy and governance projects.
- Ability to work in a professional and cordial manner with fellow staff members, visitors, and partner institutions including international and local NGOs, governmental entities, support organizations, and the general public.
- Ability to work independently with minimal supervision, to prioritize multiple work assignments in an extremely fast-paced environment, to meet deadlines, and to exercise good, professional judgment that reflects positively on the image and communicates the established program message.
- Demonstrated problem solving, analytical skills and good judgement
- Ability to effectively use computer software including MS Word and Excel
- Ability/willingness to travel throughout Somalia on a regular basis.
- Fluent written and spoken English and Somali are required.
