Group Chief Human Resources Officer

Somtel Group is the Telecommunications arm of Dahabshiil Group and one of the leading telecommunications in Somalia and Somaliland by subscribers.  Somtel is a member company under the Dahabshiil Group which spun off from its remittance wing founded by Mohamed Saeed Duale in 1970. The Group, presently, ranges from state-of-art telecommunication, Dahabshiil Motors, banking and remittance, to hospitality and real estate.

General Position Summary:

The position is part of Somtel groups Management and administration, responsible for the development and implementation of the Human Capital management and administration strategy required to build human capacity that will enable the company to achieve its strategic objectives and deliverables. Develop Somtel’s people capabilities and leadership across the whole organization. Support CEO on company related activities and decisions collaborating across internal functions and departments.

Key Responsibilities:

  1. Create an HR strategy and cascade across the organization taking into account business priorities and local sensitivity of the Company
  2. Drive top level restructuring from an organization and people capability perspective
  • Direction and management of Human resource (HR) Planning & Recruiting, Human Resource Growth & Development and HR Services departments
  1. Anticipate / react to major structural changes regarding recruitment & training
  2. Takes responsibility for leadership development across the organization
  3. Drive the performance appraisal process and the development of innovative and world class compensation and other retention policies
  • Sets performance targets within own units, and deploys counter measures in case of deviation
  • Coordinate leadership development with Chief Finance Officer and Chief Executive Officer (CEO)
  1. Coordinate with all C-Levels regarding Human Capital demands and changing trends
  2. Align with Finance regarding manpower planning and compensation & benefits
  3. Create an effective HR function managing overall employee performance and support to the regions, with clear KPIs and documented processes, policies and procedures.
  • Responsible for maintaining personnel files for all Somtel Group staff and ensuring leave records of all staff are properly maintained and updated;
  • Participate in disciplinary, hiring and termination meetings with program staff upon request;
  • Maintain confidentiality of all national staff personnel issues including disciplinary procedures and contracts/ pay rates;
  1. Assist Head of Office in conducting or arranging for trainings and/or other human resource development activities
  • Oversee the smooth flowing of routine, administrative work of the Somtel Group office and field support operation;
  • Ensure office and personnel policies are in compliance with local laws
  • Prepare and implement guidelines for the operation of programme support functions; in particular, the functions of IT, communication, Human Resources, reception, photocopies, translation services, cook and cleaners and office maintenance.
  • Advise CEO on alterations to policies, when necessary.
  1. Overall responsible for all travel arrangements for Somtel group staff in Hargeisa. Ensure all travelers’ needs are met in regards to flights, tickets, information etc. Supervises the travel and assures all arrangements are made
  • Liase with government agencies and other stakeholders as directed by the CEO
  • Maintain and monitor attendance book; alert supervisors to poor attendance records of relevant staff

Knowledge and Experience:

  1. The ideal candidate should hold as a minimum a Bachelors qualification in Human Resources Management complimented by a post-graduate qualification i.e. Masters in Business Administration will be added advantage.
  2. The candidate should have at least 7 years’ experience at senior management level in human resources management within a corporate environment.
  3. Managerial HR experience at Senior Management level; Telco HR experience would be an advantage
  4. The position requires an innovative generalist to achieve productivity improvements at all levels and to align HR initiatives with the requirements of the business strategy. Extensive knowledge and deep insights of the HR field and its sub-disciplines as well as the Namibian labour law is a must.
  5. Good ability to identify key strategic initiatives and drive to closure, skill in examining and re-engineering operations and procedures,
  6. conceptual and business analytical skills, strong ability to develop people performance, strong ability to generate, analyses and interpret HR data,
  7. excellent professional written and verbal communication and interpersonal skills, In-depth knowledge of competency-based interviewing & hiring processes, HR issues and functional specialties, as well as HR policies & procedures
  8. strong ability to motivate teams and simultaneously direct several projects and
  9. Excellent ability to interpreted Labour laws and HR policies

Success Factors:

The position requires an innovative human resources generalist with a proven track record on Human Capital corporate business strategy and Coordination. The individual must have strong communication and interpersonal skills to relate at all levels in the organization- in additional to tried negotiation skills in a cross- cultural environment; organizational and interpersonal skills; High degree of integrity; Strategic thinking and results oriented; Track record of good management and development skills; A high level of personal motivation and enthusiasm;. Fluency in Somali and English languages required

Environmental Conditions

This position is based in Hargeisa and is unaccompanied. Travel within Somaliland/Somalia is required to support all Somtel Group’s offices. This position is eligible for very completive salary package and other benefits as per our Human Resource policy. Somtel group Team members represent the company and Dahabshiil Group both during and outside of work hours when deployed in a field posting or on a visit to a field posting. Team members are expected to conduct themselves in a professional manner and respect local laws, customs and company’s policies, procedures, and values at all times and in all in-country venues.
