Group Chief Technology Officer

Company Summary:

Somtel Group is the Telecommunications arm of Dahabshiil Group and one of the leading telecommunications in Somalia and Somaliland by subscribers.  Somtel is a member company under the Dahabshiil Group which spun off from its remittance wing founded by Mohamed Saeed Duale in 1970. The Group, presently, ranges from state-of-art telecommunication, Dahabshiil Motors, banking and remittance, to hospitality and real estate.

General Position Summary:

The Chief Technology Officer (CTO) shall be responsible for all technical activities and responsibilities will include directing all new service development, network planning, engineering and implementation/build-out, operations management, and network and service performance assurance, managing the overall support of business development activities as a whole. The CTO will also be responsible for Opex and Capex cost management. Support CEO on company related activities and decisions collaborating across HQ and regional functions and departments.

Essential Job Functions:

1. Creation of a high performing team environment enabling employees to reach their full potential and maximize personal and business performance.
2. Develop Somtel’s technical strategy; align with Corporate Strategy and cascade to achieve revenue targets
3. Coordinate setting and reviewing operating company’s commercial performance targets and budget in conjunction with CEO and CFO and in line with agreed strategy.
4. Develop and ensure implementation of a comprehensive technology strategy, taking into account current and future needs
5. Coordinate with CFO and CFO to develop corporate technology strategy
6. Define and execute technology roadmap in alignment with corporate strategy and global best practices
7. Guide, monitor and assist technology strategy execution within function
8. Shape, review and approve strategic technology plans and budgets
9. Drive cost efficiency and deliver technology strategies to maximize return on network and IT capital investments across the company
10. Liaise with Commercial to ensure alignment and drive technology initiatives
11. Work with Procurement to drive vendor behaviors and deliver frame supply agreements, best-in-class cost structures and vendor performance
12. Anticipate / react to major technology changes and adapt plans and initiatives
13. Sets performance targets; deploy counter measures in case of deviation
14. Provide Network and IT infrastructure and services plans to the regions based on technology strategy and roadmap
15. Create an effective Technology function, directing and managing technology strategy, network and IT sectors performance and support to the regions, with clear KPIs

Reports Directly To: Group Chief Executive Officer

Knowledge and Experience:

1. Bachelor’s Degree in Telecommunications engineering, Business, Engineering or Management with Masters’ degree as added advantage.
2. Minimum   of   10   years’   experience   in   ICT   or Telecommunications industry in management with at least 5 years with an infrastructure based service provider.

• Minimum of 3 years’ strategic management experience with strong technical and network engineering and operations skills.

1. Experience with the design, deployment and operations of physical network infrastructure including wireless technology and optical fiber networks, preferably both terrestrial and underground systems
2. Experience deploying and managing services delivered via network solutions using SDH, IP, Ethernet and MPLS Technologies.
3. Extensive experience of Business & Operational Support Systems (BSS/OSS) and IT Applications (CRM/ERP).

• Proven experience of managing CAPEX and OPEX budgets against specific commercial objectives.
• Extensive experience in developing and implementing technology strategies

1. Vast experience of key mobile telecom technologies, including solutions for mobile voice and broadband applications.
2. Strong understanding of IT architecture & systems and competence in leading end-to-end IT planning and designing and successful implementation
3. High level of awareness regarding changes in technology standards

• Experience in developing and maintaining virtual teams (internal) and strategic relationships (external)

Success Factors:

Expert knowledge of project management processes and best-practices; Expert knowledge of the telecommunications industry technically; Good analytical, communication, organizational and interpersonal skills; High degree of integrity; Strategic thinking and results oriented; Track record of good management and development skills; Ability to read, evaluate and interpret products designs; A high level of personal motivation and enthusiasm; excellent customer care skills and with good ability to coordinate market activities. Fluency in Somali and English languages required.

Environmental Conditions

This position is based in Hargeisa and is unaccompanied. Travel within Somaliland/Somalia is required to support all Somtel Group’s offices. This position is eligible for very completive salary package and other benefits as per our Human Resource policy. Somtel group Team members represent the company and Dahabshiil Group both during and outside of work hours when deployed in a field posting or on a visit to a field posting.
