Job Purpose

The Head Section of HR Management is the functional Head of the Section. He/ She is responsible for the overall technical, administrative and financial management of the Section.

The incumbent is a career senior civil servant appointed through a competitive process and is responsible for providing leadership and vision for achieving goals of the Commission.

He/ She shall be responsible for providing technical and professional support to the Director.

  • Coordination, management and reporting on HR and administration
  • Providing effective leadership, enabling the Section to improve performance of her functions and achieve set results
  • Coordinating the development and implementation of HR Section
  • Providing accurate and timely reporting on progress of implementation of HR policies, strategies and programmers

Duties & Responsiblities

The duties and responsibilities of the Head Section of HR Management will be:

  • Ensuring that HR strategies are developed and properly planned to support improvement in employee performance in the commission.
  • Developing and implementing progressive career structures and reward systems for employees to enhance employee motivation and retention in the commission
  • Ensuring implementation of professional recruitment and retention policies by: (i) implementing compensation policies and operational processes that reward employee efforts; (ii) improving communication with employees; (iii) improving operational effectiveness of the HR unit and contributing to the overall effectiveness of the organization; and (iv) developing and implementing training programmers that support employees career development and sustained progression in the organization and the civil service.
  • Providing commission development and management services support to ensure continuous reforms in the commission including timely changes to organizational structures, creation of new functions and abolishing of redundant functions; recommending appropriate staffing requirements that are consistent with the mandate of the organization.
  • Developing and implementing commission’s performance management and staff appraisal system.
  • Maintaining work structure by updating job requirements and job descriptions for all positions.
  • Maintaining commission staff by establishing a recruitment, testing, and interviewing program; counselling managers on candidate selection; conducting and analyzing exit interviews; recommending changes.
  • Preparing employees for assignments by establishing and conducting orientation and training programs.
  • Maintaining a pay plan by conducting periodic pay surveys; scheduling and conducting job evaluations; preparing pay budgets; monitoring and scheduling individual pay actions; recommending, planning, and implementing pay structure revisions.
  • The position holder will ensure there is interface between the HRMIS and SIFMIS and constant communication and collaboration with the concerned SIFMIS department at the Ministry of Finance.
  • He/she will also work with the Recruitment, Selection and Appointment Department on ensuring efficient database storage of applications during recruitment
  • Ensuring planning, monitoring, and appraisal of employee work results by training managers to coach and discipline employees; scheduling management conferences with employees; hearing and resolving employee grievances; counseling employees and supervisors.
  • Maintaining employee benefits programs and informing employees of benefits by studying and assessing benefit needs and trends; recommending benefit programs to management; directing the processing of benefit claims; obtaining and evaluating benefit contract bids; awarding benefit contracts; designing and conducting educational programs on benefit programs.
  • Ensuring legal compliance by monitoring and implementing applicable human resource federal and state requirements; conducting investigations; maintaining records; representing the commission at hearings.
  • Maintaining management guidelines by preparing, updating, and recommending human resource policies and procedures.
  • Maintaining historical human resource records by designing a filing and retrieval system; keeping past and current records.
  • Maintaining professional and technical knowledge by attending educational workshops; reviewing professional publications; establishing personal networks; participating in professional societies.
  • Completing human resource operational requirements by scheduling and assigning employees; following up on work results.
  • Maintaining human resource staff by recruiting, selecting, orienting, and training employees.
  • Maintaining human resource staff job results by counseling and disciplining employees; planning, monitoring, and appraising job results.
  • Contributing to team effort by accomplishing related results as needed
  • Recruiting and training personnel and allocating responsibilities and office space
  • Assessing staff performance and providing coaching and guidance to ensure maximum efficiency
