Action Against Hunger-USA is part of the Action Against Hunger International network, which provides humanitarian relief in over 40 countries worldwide in the sectors of nutrition, health, water/sanitation, and food security. Action Against Hunger-USA, an independent NGO, currently manages operations in 8 countries: Kenya, South Sudan, Cambodia, Tanzania, Uganda, Ethiopia, Haiti and Somalia. Action Against Hunger-USA has over $75 million in programs, and approximately 2000 staff based in in the various country offices, Head Quarter in New York City and Operational Centre in Nairobi. Additional growth is anticipated.
Summary of Position
Under the leadership of the health and nutrition field officer, the health and nutrition supervisor will support the proper implementation of the health and nutrition activities including ICCM intervention according to Action Against Hunger procedures, standards and policies as well as national guidelines set by MOH, WHO, Health and Nutrition cluster.
As a health and nutrition supervisor, the staff will oversee day-to-day implementation of health and nutrition program activities including ICCM as per Action against Hunger standards as well as aligning programming to required guidelines. He/she will work with MoH staff and provide technical support to MoH facilities at the district level. As well as to ensure that, every beneficiary receives an adequate medical examination, the required routine and prescribed medication and referral for additional treatment, as appropriate and according to the protocols. Additionally, he/she will assist the program officer in supporting staff supervisory and management.
• Support the field officer in the represention of nutritional and health issues at the district level through the engagement of DMO and local authorities.
• Identifying partners and other agencies in the area (gap analysis of who is doing what where), Introduce the program to the local authorities, community representatives, beneficiaries, and partners.
• Developing a framework for communication with local representatives (regular meetings, identification of key local actors, and collaboration with them) to facilitate harmonious and productive relations.
• Participate in regular coordination meetings at field level with the MoH staff
• Organize regular meetings with other sectors within Action Against Hunger and other agencies in the area and plan for joint activities.
· Ensures timely reporting of routine project activities.
· Provides support to MoH staff in the district.
· Promotes positive bahavior change through community engagement.
Essential job duties.
Objective 1: Team management:
· Support the project staff in developing planning for health center, stabilization sites and health posts,
· Support the field officer in implementing the DIP responses plan developed for each project,
· Organize regularly monitoring and evaluation meetings/events of team members,
· Organize training courses on PHC and emergency nutrition responses for project staff,
· Organize weekly/bi-weekly/monthly meetings with the team and report the outcome to health and nutrition officer and field coordinator,
· Keep an updated register of the staff (absences, overtime),
· Supervise and ensure accuracy of the daily, weekly and monthly reports of the health and nutrition team collected from existing health facilities, mobile teams and community workers
· Identify problems in the programme implementation, and propose solutions in coordination with the health and nutrition officer.
· In case of a conflict between team members try to mediate and refer to health and nutrition officer and respective district health officer when needed,
· Ensure that the team interacts in an empathic and interactive & participatory with the beneficiaries and those accompanying them,
· Ensure good coordination and collaboration with other nutrition team members and support departments.
Objective 2: Support government health staff to manage the mobile clinics, and nutrition centres (OTP, TSFP and SC),
· Makes sure that basic health services at mobile clinics/MHNT sites and the nearby health facilities are implemented according to the National protocols,
· Follow-up of distribution, management and consumption of essentials drug kits, nutrition products and systematic treatment, therapeutic food and NFI, including RUTF, RUSF/CSB ++ and other routine medications,
· Identify training gaps in health facility staff to provide basic health services and emergency nutrition services
· Ensure that the project staff and government health staff (including health staff working in temporal mobile clinics, and Health centers) have adequate training on the rendering basic health services and emergency nutrition interventions as the National manual,
· Plan and support on-the-job and refresher trainings according to the weaknesses identified,
· Adapt training materials according to the identified needs,
· Provides technical support and training where required to all team members including government health staff working in mobile clinics, nutrition sites in collaboration with Action Against Hunger field officer and MOH district health officer,
· Analyse the health and nutritional situation of host and IDP communities,
· Compile and submit to health and nutrition officer the statistical and narrative report consist of basic health services delivered at health center and emergency nutrition services delivered at the nearby health facilities,
· Ensures the availability of job aids, recording and reporting formats, essentials drug kits and nutritional therapeutic products and food for program implementation.
Objective 3: Data management, reporting and program development;
· Ensure proper recording of the information related to the implementation of the basic health and nutrition services at mobile clinics, health and nutrition centres, including care practices, appetite test, health and nutrition education and home-visiting,
· Report on activities on a regular basis through qualitative and quantitative APR format and updating the health and nutrition Program officer on the status of the program and performance of the staff,
· Ensure data quality of collected from mobile clines and health centers and from existing health facilities,
· Reporting about your activities, identified problems and proposed solutions to health and nutrition officer,
· Monitor the health and nutrition situations of the communities using databases as requested,
· Participation of formulation of the ACF future operation in PHC and emergency nutrition activities
Objective 4: Represent the organization in relation with the project to the local authorities and other partners:
· Action Against Hunger representation for IDP responses including PHC and IMAM activities in related forums and meetings,
· Present the project to the various local partners,
· Liaise with the authorities, committees and other beneficiaries
· Upholds the image and values of Action Against Hunger at all times,
· Conduct activities as requested by the Health and nutrition officer/field coordinator.
Objective 5: Community outreach activities – ICCM.
· Work with communities to understand the role of the integrated Community Case Management Program and the responsibilities of the CHWs.
· Mobilize the community and work with the Community in identification, selection and training of CHWs.
· Conduct field visits for ICCM field staff on a monthly basis to ensure proper data collection and improve quality of care given by CHWs.
· Conduct monthly meetings/trainings with all ICCM staff
· Conduct quarterly meetings/reviews with all CHWs .
· Ensure proper dispensing and recording of drugs from each CHW through ICCM monitors to ensure continuous supply of drugs
· Have accountability for the drug supply and tracking of the CHWs
· Ensure continuous mentoring and capacity building of CHWs, to ensure proper understanding and adherence to ICCM.

· While performing the duties of this job, the employee is required to sit for long periods and to concentrate on work, including typing and turn out heavy volumes of work accurately, within short time frames Under stressful situations in the context of a moderately noisy office with many interruptions. Working Conditions, Travel and Environment.
The duties of the job require regular job attendance at least five days per week. Must be available to work outside normal office hours or on the weekends as required.
Must be able to travel as required for standard domestic and international business purposes. While performing the duties of this job in the field, the employee may be exposed to precarious settings under high security risks and/or very basic living conditions and outside weather conditions, as well as to infectious diseases.
Required Qualifications and Professional Experience.
· Diploma in Nutrition, Public Health, Nursing, Social Sciences or related fields
· Minimum of 2 years of work experience in a similar field in Somalia Context.
Required Skills & Competencies.
· Humanitarian experience in medical and nutrition programs in Somalia(EPHS, CMAM, BEMoNC, ICCM
· Excellent knowledge of working with MoH, UN, and NGO Health/Medical systems and structures.
· Conversant with Health Information Management Systems Data.
· Competence in training and team management.
· Computer skills: Word, Excel, Outlook, PowerPoint.
· Fluent in English and Somali (both oral and written) is compulsory.
· Knowledge and adherence to the Humanitarian Code of Conduct.
· Good analytical and reporting skills
· Good communication and organizational skills
