About the Job

The Health Field Officer (PHC/ALMANACH/Monitoring & Evaluation) contributes to implementation and monitoring of the ALMANACH programme in cooperation with the project team. The HFO ensure that health staff at the Somalia Red Crescent Society (SRCS) clinics, under the support of ICRC in Somalia, are providing quality primary health care (PHC). He/she plans, organizes and monitors the implementation of the programs in accordance with organization’s objectives.

This is a grade B2 national/resident position based in Jowhar, Somalia.

Duties and Responsibilities

  • In liaison with the Health Delegate oversees programs, participates actively in the health assessments, plans and coordinates health activities at field level
  • Identifies the health needs of a given population, considering vulnerable groups and community coping mechanisms and involvement, in close coordination with SRCS Branch Health Officer (BHO) in the field when required
  • Makes regular field visits to assess, monitor and support the BHOs on PHC/nutrition program implementation and evaluates the program impact and makes recommendations
  • Coaches and supports PHC/Nutrition SRCS Branch Field Officer (BFO) in implementation of the PHC program
  • Works in accordance with evidence-based health strategies in line with international standards, institutional guidelines, Somalia National Treatment guidelines and delegation priorities
  • Ensures that updated guidelines are implemented and adhered to in ICRC supported health programs
  • Contributes to revisions of health and nutrition databases and guidelines when the need arises
  • Makes regular field visits to assess, monitor and support the clinics that will implement ALgorithms for the MANagement of

Acute CHildhood illnesses (ALMANACH) and provide comprehensive report evaluating the program impact and makes recommendations

  • Coaches and supports the SRCS (Somali Red Crescent Society) clinics in the implementation of ALMANACH
  • Ensures that updated guidelines especially IMCI guidelines are implemented and followed in the ICRC supported health facilities
  • Provides statistics and regular reports on the activities in progress

Minimum qualifications and required competencies

  • Bachelor`s degree in Medicine, Nursing or Public Health
  • At least 5 years overall experience as Health Practitioner and 3 years’ experience in M&E, preferably from health-related projects; working experience in humanitarian sector is an asset
  • Knowledge of DHIS2 (District Health Information Systems 2) will be an asset
  • Experience in the design and implementation of Operational Research studies
  • Excellent command of written and spoken English and Somali language
  • Excellent communication and presentation skills
  • Team management skills and ability to work independently
  • Computer proficiency especially in MS Word, Excel and PowerPoint
  • Flexibility and willingness to travel extensively in Somalia
  • Good knowledge of political, social and cultural environment of this region
