TITLE: Health Officer SCISOM/
TEAM/PROGRAMME: Health LOCATION: Burao
GRADE: 5 CONTRACT LENGTH: 12 months  
CHILD SAFEGUARDING:Level 3:  the role holder will have contact with children and/or young people either frequently (e.g. once a week or more) or intensively (e.g. four days in one month or more or overnight) because they work in country programs; or are visiting country programs; ore because they are responsible for implementing the police checking/vetting process staff.
ROLE PURPOSE:Under the general guidance of Field Manager/ Health Program Coordinator, the Health officer will take the overall responsibility of the day-to-day implementation of the health programme activities in the 3 regions of Togdheer, Sool and Sanag- by leading coordination of health activities with the MOH staffs at the health facilities, Community health workers and working closely with the district health management team,

SCOPE OF ROLE: Health OfficerReports to: Field Manager and Health program coordinator (Technically).

Dimensions: Save the Children works in 4 regions in Somalia/Land with a current staff complement of approximately 350 staff.

Number of direct reports: health Assistant/HMIS assistant

KEY AREAS OF ACCOUNTABILITY:

  1. Contribute to the coordination of all aspects of the health programme to meet programme objectives
  2. Responsible for the day-to-day implementation of the mobile teams and health facility, ICCM site component of the programme.
  3. Provide regular field visits to the supported facilities, communities, FHWs and mobile teams
  4. Provide on the job training to the health facilities staffs and ICCM supervisors on the key project deliverables.
  5. Provide direct supervision to Family Health workers and mobile teams.
  6. Responsible for all community level reporting (distribution of reporting tools to CHWs and facilities, regular collection of reports from communities/FHWs
  7. Assist in development of detailed Emergency health programme plans for the region.
  8. Responsible for ensuring effective and continuously updated data bases for health facilities data, and where possible collation of all community health activities and IEC/BCC/Health Education data from supported communities and partners, plus appropriate data management and analysis.
  9. Provide technical support to the health staffs from supported facilities, mobile teams and ICCM supervisors and Family health workers.
  10. Support Family health Workers during appropriate practical tasks in project implementation.
  11. Lead public consultation exercises and facilitate community participation, using a variety of techniques to ensure the involvement of the community.
  12. Resolve conflicts of interest, build consensus and keep communities informed of project progress
  13. Responsible for the appropriate distribution of drugs, medical supplies and other NFIs to health facilities and the community
  14. To undertake other duties as required

M&E and Reporting

  1. Provide weekly update on the health activities implementation
  2. Provide detailed technical monthly, quarterly and supervision for the health activities
  3. Lead district level assessment with the project manager and the consultant.
  4. In liaison with the HMIS officer ensure monthly HMIS data analyzed and report shared with the relevant partners

QUALIFICATIONS AND EXPERIENCEEssential

  • qualified Nurse  /qualified midwife/ Degree in Medicine or Public health Nurse
  • Two (3) years’ experience in primary health care implementation
  • Experience in Somaliland health care systems
  • Experience in working with community health workers/ICCM
  • Strong organizational, interpersonal, and communication skills
  • Experience of living and traveling in remote and insecure place
  • Understanding rights based approaches and participatory concepts and practical experience in similar context.
  • Sensitive to issues affecting children and committed to Save the Children’s Child Safe Guarding policy.

Desirable

  • Experience with Essential package of health care services (EPHS)
  • Experience  of working in health interventions in the region
  • Experience with international NGOs
