Organizational Setting

The key mission of the FAO Representation in Somalia, which is led by FAO Representative (FAOR), is to assist and support the national government to develop policies, strategies and programme aimed at accelerating the Implementation and achievement of the Sustainable Development Goals (SDGs) in the area of FAO’s global mandate and Strategic Objectives. More specifically, FAO’s response aims to address national needs and priorities in achieving food security, reducing hunger and malnutrition, developing agricultural, fishery and forestry sectors, and ensuring the sustainable use of environmental and natural resources and respond to recurrent emergencies. The current portfolio of activities of the FAO Representation in Somalia includes a wide scope of technical support interventions ranging from policy support through livestock and crop production, to natural resource management, nutrition, value chain, food security analysis and water and land information management. FAO is also implementing several emergency, resilience-building and development interventions, with the support of its five field offices and close to 400 staff in partnership with the Federal and State line ministries.


Reporting Lines

Under the overall responsibility of the FAOR Somalia, the technical guidance of the Human Resources Division in liaison with the Regional HR Officer and the direct supervision of the FRSOM Administrative Officer, the incumbent will be responsible for the provision of human resource services to management and staff.

Technical Focus 

Human Resources workforce planning, recruitment, talent acquisition.

Tasks and responsibilities

–    Plan and deliver services in designated human resource field(s); consult with ‘designated business partners’ on specific HR requests, issues, and problems, and provide advice, and options to different scenarios, apply rules and procedures; refers to the Regional Office for Africa (RAF), Shared Service Centre (SSC) and/or CSH for specific cases;
–    Workforce planning: assist in the definition of the technical expertise and assignments needed for strategy implementation;
–    Advise managers in planning the implementation of the workforce needs assessment enabling the effective delivery of the work program in the country;
–    Monitor and review the work-plans to ensure that all planned operational activities are carried out, identify inconsistencies and delays and submit proposals for improvement;
–    Monitor requests for human resources actions before approval by FAOR, including salary, entitlements, travel, social security and other benefits; refer to the Regional Office for Africa (RAF), Shared Service Centre (SSC) and/or CSH for specific cases;
–    Provide oversight for the entire recruitment cycle, in particular local personnel and consultants/PSA.SBS, including the review of job descriptions,  the issuance of vacancy announcements, screening of candidates, setting up interview panels and conducting background checks on prospective candidates;
–    Inform staff on the terms and conditions of their employment in collaboration with the Shared Service Centre, as needed, for complex cases;
–    Provide onboarding and induction for all new employees by preparing induction packs and providing access to the relevant organizational materials and off boarding employees through initiating the separation clearance processes for terminations
–    Act as focal point for learning and development, develop and maintain the yearly learning plan and learning and development opportunities ;
–    Oversee the performance management system;
–    Review ongoing service delivery and develop proposals, and coordinate updates/revisions;
–    Perform other duties as required.

Minimum Requirements

•    University degree in human resources, management, business administration, organizational development, industrial psychology or a related field;
•    Five years of relevant experience in human resources management and administration, including demonstrated experience in management and in staff servicing;
•    Working knowledge (level C) of English and limited knowledge (level B) of one Arabic, Chinese, French, Spanish or Russian. For PSA, working knowledge of English.

Technical/Functional Skills 

•    Work experience in more than one location or area of work, particularly in field positions is desirable;
•    Extent and relevance of experience in human resources, management, administration and staff servicing;
•    Extent and relevance of experience in talent acquisition and outreach;
•    Extent and relevance of experience in development and implementation of human resources policies and procedures;
•    Combination of Human Resources experience from the private sector and the United Nations is desirable;
•    Familiarity with automated Human Resources information systems is desirable.
