·Building grass roots FMS and CSOs engagement on human rights promotion and protection.

·An enhanced human rights monitoring/communication/advocacy framework to ensure the JPHR is positioned as a leading voice for the UN and international community in analyzing and responding to human rights issues as and when they arise in Somalia.

The JPHR aims fundamentally to maintain a clear focus on the lived experiences of those who are most at risk when duty bearers fail to protect them. To that end, there is a need to ensure incidents and trends on human rights violations continue to be monitored, reported on and analysed for advocacy and identifying gaps for interventions through technical assistance and capacity building.

The key Programme Focus areas include: 

·Strengthening the capacity of government actors, including the MoWHRD, Ministries of Internal Security and Justice, relevant Federal Parliamentary Committees on human rights, to comply with human rights and protection standards. This includes supporting government actors in implementation of the recommendation of the Universal Periodic Review accepted by the Somali government, actions requested by the UN Security Council in the UNSCR resolutions (including UNSCR 1325), recommendations from UN treaty bodies, and the Human Rights Roadmap for Somalia. It also includes support to the establishment of an independent National Human Rights Commission.

·Strengthening the capacity of civil society organizations to monitor and report on human rights violations (particularly women’s and children’s rights) and hold the Somali government accountable, by improving public awareness and understanding of human rights amongst local civil society organizations and strengthen their monitoring and reporting capacity. (“Expected Output 2: Monitoring and advocacy capacity of human rights by Civil Society Organizations strengthened”).

Implementing Partners 

The Joint Programme lead on side of the Federal Government is the Ministry of Women and Human Rights. From the United Nations side, UNSOM-HRPG and our client have been the key partners, providing technical support and ensuring linkages with the five-other joint programmes on justice, police, security sector governance, PVCE and SDG16 M&E project. Sweden, Denmark and Norway have been the key donors to the Joint Programme and other new donors including Canada have also expressed funding interest to the Joint Programme.

Linkages 

The design of the Joint Programme ensured linkages to the NDP (NDP Policy Priorities 1.4.3 II, III and X; NDP Human Rights and Security Goals, NDP Strategic Intervention relating to Human Rights; NDP Pillars 2,3 and 9), the SDGs (especially Goal 16 on Peace, Justice and Strong Institutions), and the Comprehensive Approach to Security
The 2022 JPHR II programme The JP HR Phase 2 will build on the successes and lessons learnt of the 2018-2021 Joint Programme and foster the capacity and relations that were build in the Joint Programme Team. Key Joint Programme objectives that have not yet been achieved but continue to remain relevant and feasible will be integrated into the JP HR Phase 2, while other objectives may be added where necessary. Phase 2 will be developed in consultation with the government and the key implementing partners (MoWHRD, UNSOM, and our clients), the civil society organizations and donors, as well as on the basis and recommendations of the evaluation of the 2018-2020 Joint Programme which will be conducted parallel to the new programme.

A Human Rights International Technical Specialist (international consultant) is being recruited to provide support for specific deliverables and associated activities as per the key tasks and deliverables as provided below.

Key Tasks/deliverables

·Support the development and finalization of the programme document of the second phase of the Joint Programme on Human Right

·Develop a concept note to provide technical support to the MoWHRD for the implementation of the UPR 3rd cycle recommendations that Somalia accepted

·Provide technical support to the MoWHRD to prepare for the Child Rights Committee engagement (prior and during), to discuss the review of the Somalia CRC initial report

·Supports the engagement of the MoWHRD in their work with Treaty-Bodies and the Independent Expert including in the preparation and conduct of field missions and the drafting of timely reports.

·Support the implementation of the second phase of the Joint Programme on Human Rights, providing technical advice, support and training to the FGS, FMS and CSOs focal points

·Support the ministry through advice and technical input on human rights issues including violations that require advocacy to ensure that the enhanced respect, protection and promotion of human rights.

·Support the technical assistance and liaising with the MoWHRD in the implementation of their human rights promotion and protection mandate

• Experience in government human rights capacity building is required.

• Experience with training civil servants is required.

• Excellent coordination, communication, cross-cultural and negotiation skills.

• Ability to convene and work with all relevant as part of a team.
• Gender sensitivity and understanding of cultural diversity issues.

• Capacity to work under pressure and with a high degree of independence.
