Hygiene Promotion Officer – Dolow & Beled Hawo, Somalia
Background:
The DRC Somalia Programme is the largest programmes in East Africa region and has been providing relief and development services since 1997. DRC is among the INGOs with the largest presence in Somalia, with country-wide programmes implemented through six main sub offices in Somaliland, Puntland, Hiran Region, Gedo Region, Bay Region and Banadir Region. Using a human rights framework, the DRC Somalia operations focuses mainly on people who are affected by displacement, including refugees, internally displaced, and migrant.
Overall Purpose of the role: The Hygiene Promotion Officer contributes to the maintenance of hygienic conditions in camp and/or non-camp settings through conducting assessments on personal and environmental hygiene, identifying key issues and planning hygiene promotion activities, supervising Hygiene Monitors in hygiene activities, and training/leading a variety of hygiene promotion activities. On a daily basis the Hygiene Promotion Officer reports directly to the WASH Team leader WASH and supervises the daily activities of the Hygiene Monitors. S/he distributes hygiene items and is able to prepare hygiene promotion plans. The Hygiene Promotion Field Officer may support other WASH activities as well.
Responsibilities:
- Lead the assessment needs regarding WASH in the IDP and host communities in Dolow and Belet Hawa any other areas as per the direction of team leader.
- Mobilize local authorities and the target communities and stakeholders of the key project objectives and goals and ensure MOUs are signed on time.
- Identify and select the Community outreach agents from IDPs who will be part of the Community Hygiene and Sanitation mobilization and co-ordinate their work.
- Design the contents and methodology of the Community Hygiene and Sanitation mobilization campaign as required by the project and according to the instructions of the WASH Team Leader and the guidelines of the humanitarian cluster working group;
- Prepares detail implementation plan, monitor and follow up the timely implementation of activities;
- Provides support and take part to identify, facilitate and provide various trainings for hygiene promoters, sanitation monitors and solid waste supervisors;
- Collects, compile and analyze baseline data; facilitate KAP/KPC surveys and present the result assessed about hygiene and sanitation situation of the target population before and after intervention;
- Lead distribution of WASH NFIs (water containers, hygiene item and water treatment chemicals)
- Monitors and follow-up to ensure the proper dissemination of hygiene and sanitation messages to the target beneficiaries;
- Provide technical advice for hygiene promoters, sanitation monitors and solid waste supervisors and monitor the activities;
- Scheduling most of his/her time to spend on field work attend hygiene and sanitation activities to facilitate for improved hygiene practices;
- Monitors the hygiene and sanitation situation in the project area and provide regular updates;
- Maintains close working relationship with government and other relevant partners in the target area;
- Collect, analyze and compile reports from hygiene and sanitation activities and propose better implementation strategy in consultation with the WASH Coordinator.
- Represent DRC externally with community, local government, cluster coordination meeting and other stakeholders
- Collect and disseminate the outputs and drawbacks gained from hygiene and sanitation team in every month report of hygiene and sanitation promotion activities;
- Monitor FRC (Free Residual Chlorine) levels at tap stands and household level in weekly/monthly.
- Conduct follow up cases for the water found to be positive with Fecal coliform (FC) by liaising with the hygiene promotion team to disseminate hygiene messages to the affected families / households.
- Carries out weekly assessment of FRC of each reticulation line tap stands and house hold levels aimed at maintaining SPHERE standard of 0.5 mg /l at every tap stand and 0.2 mg/l at house hold levels.
- Collect sample for bacteriological analysis on monthly basis and analysis of the samples. Samples for analysis are collected from high risk areas. This includes blocks prone to cholera outbreaks and new influx areas.
- Investigating any water quality related issues raised by daily information provided.
- Carries out monthly house hold surveys to determine per capita use of water in the IPD camp.
- Responsible for good maintenance of water quality equipment’s, servicing and calibration on regular basis.
- Oversee effective water treatment including checking on the quality of drinking water parameters to include physical, chemical and bacteriological properties.
- Develop a contingency response plan for any unforeseen emergencies and epidemic break outs and any unpredictable change of weather.
- Act as a link between WASH and health partners in collecting morbidity related data on WASH related diseases to guide in response.
- Coordinate, supervise, and monitor WASH activities in the IDP camp including hygiene promotion activities and construction of sanitation facilities like construction of latrines, hand washing facilities refuse pits, showers, and cloth washing basins.
- Design and implement appropriate solid waste management systems in the IDP camp as per WASH minimum standards
- Ensure minimum DRC standards of WASH services are met for the IDP community
- Prepare and organize hygiene and sanitation promotion materials, standard training manuals, and guidelines on WASH and COVID-19 prevention and control methods as well for IDP, host communities, and relevant partners.
- Conduct monthly WASH reporting card survey (WRC), report and document findings.
- Manage and facilitate in documenting WASH and health related data of the IDP community and keep records on activities of water, sanitation, and hygiene promotion activities.
- Ensure that sanitation and hygiene promotion activities are implemented through effective approaches and methods, promote local capacities of the IDP community, and ensure sustainable behavioral change.
- Take part in WASH knowledge, Attitude and practice (KAP) surveys and project evaluation in data collection, data entry, analysis and reporting in order to evaluate the impact of
- Manage the planning, implementation, monitoring, and evaluation of the sanitation and hygiene promotion programs (including financial management) in the IDP camp.

Education, experience & technical competencies. (include years of experience)
Essential:
- BSc Degree or Diploma in the area of Environmental Health, Behavioral Science, Health Education and Promotion or Public Health Science.
- Experienced professionals in a relevant field diploma or BSc Degree in the area of Environmental Health, Behavioral Science, Health Education and Promotion or Public Health, with at least 2 years of relevant work experience.
- Strong understanding of basic training in WASH programming, participatory training methods, community mobilizations and networking
- Strong the Mobilization of the community to change behavior regarding hygiene practice. Creation and follow up WASH Committees and their performance in the Informal Settlements. “Convince all household of the importance of good hygiene practice” Ensure the work is properly done and the material use wisely “Participate in hygiene campaign, doing shows in schools and at community level” Animate focus group, giving clear message on good hygiene practices
- Effective and timely implementation of all interventions outlined under output and any other related and cross cutting program activities related to WASH
- Working experience and knowledge of the local duty station
- Able to work well under pressure and in adverse condition
Languages:
- Fluency in written and spoken Somali & English.
