ICITAP is a cornerstone of America’s global strategy for combating transnational crime, terrorism, countering trafficking in persons, establishing rule of law and enhancing human rights in developing countries.  PAE is the contract service provider to the DOJ’s International Criminal Investigative Training and Assistance (ICITAP) and Overseas Prosecutorial Development, Assistance and Training (OPDAT) programs.

PAE is seeking a Construction Manager position supporting ICITAP/OPDAT construction efforts internationally. The Construction Manager will provide oversight and management of multiple refurbishment and new construction projects funded by Department of State INL and other donors. Duties will include but not be limited to; offering expert recommendations, project management, verification of construction adequacy; and that work is conducted and completed in accordance with the applicable contract(s) for construction including in-water and near water structures country-wide. The candidate, who will be based in Mogadishu, Somalia will be responsible for conducting construction inspections (which will require in-country travel), implementation and oversight of the Quality Management System and submitting written reports and reviews for each of the projects.

This full-time position is responsible for the organization, direction, supervision, and coordination of construction activities on project sites as delineated in the applicable Work Plan Package and Site-Specific Safety Plan. The position will also direct, lead and manage the work of supporting staff which can consist of a foreign workforce/vendors/subcontractors.

The Construction Manager will report directly to a United States Department of Justice, International Criminal Investigative Training Assistance (ICITAP) Program Director and/or the PAE Construction and Logistics Senior Manager but will also work closely with multiple project donors.

Minimum Requirements

  • Fifteen (15) years construction experience in all phases of Civil and Building Construction OR a degree in Civil or Structural Engineering, Construction Management or in a related field and ten (10) years of field experience.
  • Demonstrated experience in refurbishment and new construction of concrete and steel structures.
  • Demonstrated experience in refurbishment of existing reinforced concrete structures where corroded reinforcing steel is the root cause of the refurbishment requirement
  • Experience in all aspects of building construction.
  • Possesses a thorough knowledge of all engineering disciplines, construction technologies and job site management
  • Experience with supervision and management of staff personnel
  • Experience in delivering construction projects associated with maritime operations
  • Experience in working with developing nations on technical assistance projects and host country vendors and subcontractors.
  • Experience in masonry building projects, electrical projects, or civil/structural projects.
  • Versed in the International Building Code in addition to general construction practices.
  • Knowledgeable of Host Nation National Building Codes
  • Excellent communication (verbal and written English) and customer service skills
  • Experience in successfully directing, managing, and leading a project’s foreign local labor support workforce.
  • Experience in Project Proposal development and Firm-Fixed Price Task Order review and adherence

Essential Job Duties:

  • Identify bid items and prepare quantity takeoff for estimates from plans using computerized and manual methods.
  • Supervise the preparation of reports developed by subcontractors in collecting, analyzing, and summarizing information and trends.
  • Review and manage construction reports and work plans, statements of work, safety/quality control plans, and all related documentation.
  • Monitor subcontractor engineers in their review of project change orders and their responsible project team assignments.
  • Manage the document control submittal process, provide onsite quality control, and monitor safety programs with performance criteria set by the team.
  • Performs management reviews to ensure PAE/ICITAP programs and/or policies are in place and followed throughout the project’s period of performance.
  • Review deliverables for compliance from subcontractor
  • Design, schedule, coordinate, and communicate with applicable PAE/ICITAP management concerning aspects of each project and provide status reports to management personnel – Coordinate the monitoring of PAE/ICITAP construction infrastructure projects.
  • Accurately develop building estimates.
  • Review and evaluate Technical Proposals, invoices, and schedules from construction subcontractors.
  • Management of multi-discipline construction trades crews, including demolition, masonry, plumbing, steel fabrication and electrical.
  • Responsible for work procedures, scheduling, cost control, project specification conformity, establishment of manpower levels, monitoring and implementation of safety programs, project conformance to national, local and/or company building codes and the maintenance of accurate records.
  • Responsible for the satisfactory conduct of all construction operations and task accomplishment in an economical, efficient and timely manner on a project.
  • Monitors craft performance relative to budget, schedules and deadlines.
  • Monitors manpower utilization, effectiveness and productivity.
  • Facilitates the efficient use of personnel and equipment.
  • Implements and enforces work rules.
  • Coordinates movement and use of equipment and supplies with Material Management.
  • Requisitions tools, materials and equipment in accordance with established procedures and necessary lead times.
  • Prepares and reviews plans, specifications, drawings and schedules to determine work phases and work priorities.
  • Determines and recommends solutions to construction and architectural discrepancies.
  • Inspects fieldwork to evaluate construction progress, efficiency of operation and cost control.
  • Responsible for overall project workmanship and goal attainment.
  • Implements the construction portion of the assigned project through day-to-day direction of all field activities and is responsible for all job site activities.
  • Ensures timely and efficient execution of fieldwork.
  • Acts as the primary client contact for all construction project field activities.
  • Ensures all construction is in compliance with design specifications, is completed on schedule, adheres to budget, meets accounting requirements and is built to quality standards.
  • Under general direction, responsible for managing very large and/or complex construction projects.
  • Conducts work requiring independent evaluation, selection, adaptation and modification of standard construction techniques.

Knowledge, Skills and Abilities

  • Willingness to travel in Somalia.
  • Ability to work effectively in a fast-paced, stressful environment. In addition, must be flexible, willing to perform other duties and work irregular hours.
  • Able to understand and interpret construction / engineering drawings and specifications, to ensure all construction meets contracted design and specifications.
  • Skilled with programs of Microsoft Office, Microsoft Project, Word, Excel, Outlook and PowerPoint.

Preferred Qualifications

  • PMP certification
  • Professional Engineer designation
  • Must have strong knowledge of U.S. Federal Acquisition Regulation and be familiar with common program budget types (e.g. cost plus, fixed price, time & materials, etc.)
  • Construction Safety ticket (CSTS-09)
