Role Purpose:

| ROLE PURPOSE:
Together for Inclusion (TOFI) is a consortium of Disabled Persons Organisations (DPOs) and International Non-Governmental Organisation (INGOS) led by the Atlas Alliance, a Norwegian umbrella organisation for DPOs working internationally. It will be implemented in six countries (Somalia, (Uganda, Mozambique, South Sudan, Ethiopia and Niger) in the period 2020-2022. The consortium of DPOs and INGOs focuses on strengthening the rights of persons with disabilities within three thematic areas: Human Rights Advocacy, Inclusive Education and Economic Empowerment. Save the Children Somalia has secured TOP up budget on TOFI programme from NAD (a member of the consortium) in relation to the TOFI programs, and would like to recruit an experienced Inclusive Education Junior Adviser for the Puntland Ministry of Education. The Junior Advisor will assist Puntland Ministry of education in ensuring the effective implementation and supervision of the TOFI Programme in Puntland, and representation of programme activities as required and/or designated by the Ministry in Puntland. This will be achieved through the provision of leadership and technical support to the Ministry within the designated area(s) of responsibility for the post. He/she will also be TOFI primary focal point in at Ministry, Regional and District levels who is specifically responsible for coordination of Inclusive Education components under the supervision of Ministry Officials, |

| KEY AREAS OF ACCOUNTABILITY:
1 Programme Development, Planning and Representation 1.1 Inform and advise the development of projects relating to relevant Thematic Programme Priorities, through developing effective networking with government, local and international agencies and community contacts including Disability Peoples Organization (DPOs) 1.2 Advice and Support the Ministry to integrate the views of children with particular focus on children with disability, Organizations of people with disability and communities with whom Save the Children works into the project’s planning documents (including work plans and strategic plans). 1.3 Represent the Program at interagency and state meetings, where required or appropriate, to enhance the profile of the Ministry and Sci and issues for children. 2 Project Implementation 2.1 The post holder shall be fully conversant with all donor obligations requirements, ensuring work planning and programming to ensure their timely implementation. 2.2 The post holder will maintain close co-ordination with Save the Children programme sectors to ensure effective and appropriate linkages ensuring efficient delivery of all programme activities. 2.3 Ensure a participatory and effective approach to the development, implementation and monitoring of specific work plans among team members. 2.4 Prepare Project Monthly/Quarterly Reports and submit to Ministry and Sci. 3 Monitoring, Evaluation and Reporting 3.1 Support the Ministry in undertaking participatory monitoring and evaluation of program activities, ensuring the inclusion of children with disabilities and their communities 3.2 Supporting the baselines, evaluations and research/study processes related to TOFI programme and responding to matters raised by programme manager 3.3 Coordinate monthly programme visits to schools and SIT and submit monthly monitoring report to the Ministry of Education. 4 Advocacy & Institutional Learning 4.1 Support schools, DPOs and other assigned advocacy groups in Puntland to actively conduct awareness raising and advocacy meetings specially on disability inclusion into programmes and matters impact the lives of people with disability 4.2 Participate in the documentation and dissemination of learning, both internally and externally, to ensure that good practice is understood by all. |

| QUALIFICATIONS AND EXPERIENCE
Essential · A degree in Education, Law, Social Sciences or Community Development from a recognized university is a minimum requirement for this position. · At least three years’ experience working with and through national and sub national government ministries · Minimum of 4 years’ experience in working with Public Institutions and international NGO’s on education and protection related work is mandatory for this position. Previous child protection work and background will be treated as added advantage. · Proven knowledge of any two of the following: minimum standards of child protection, child rights programming, policy work, WASH, UNCRC, and education in emergencies and difficult circumstances is preferred. · Ability to produce analytical and well-presented reports · Ability to communicate and maintain tactful relations with relevant local authorities in politically and culturally sensitive environments. · Good interpersonal skills with the ability to communicate and negotiate clearly and effectively at all levels, taking into account cultural and language difficulties. · Flexible, adaptable, able to improvise and work in stressful, volatile environment · Familiarity with sphere guidelines and other humanitarian standards, such as Red Cross Code of Conduct · Strong organizational, interpersonal, and communication skills · Sensitive to issues affecting children and committed to Save the Children’s Child Protection policy.
Desirable: · Strong commitment to children and their right to and need for education, rights and protection. · Strong training capacity for duty-bearers and right-holders · Knowledge of technical report writing and communication skills. · Knowledge of child friendly education/ active learning / and or learner centred pedagogy · Ability to meet deadlines. · Knowledge of psychosocial approaches and disaster risk interventions. |
