BACKGROUND
EISA is continental not for profit organisation located in Johannesburg, South Africa with regional and field offices in Burundi, the Central African Republic, Cote d’Ivoire, Democratic Republic of Congo, Gabon, Mozambique, Madagascar, Niger, Somalia and Tanzania and has continental and sub-regional programmes. EISA strives for excellence in the promotion of credible elections, citizen participation and the strengthening of political institutions for sustainable democracy in Africa.
EISA is implementing a project titled “Support to peaceful elections in Somalia-PEACE”. The project is funded by the European Union and is running from December 2020 to May 2022. The project is being implemented in partnership with two civil society networks, namely Somalia Non-State Actors (SONSA) and Puntland Non-State Actors Association (PUNSAA). EISA provides technical support and as programmatic direction to ensure project objectives are met that focus on mitigating electoral conflict and enhancing women’s political participation. One of the strategic outcomes of the PEACE project is to contribute to the reduction of the electoral tensions in the pre-election, election and post-election periods.
The 2020/21 elections have been dominated by political disagreements over the implementation and management of the indirect elections. The EISA Somalia office under the PEACE Project seeks to recruit a consultant to develop a manual on election conflict prevention and management to be used to train civil society election dispute resolution support teams established by SONSA and PUNSAA under the supervision of the Somalia Civil Society Election Situation Room. The civil society election dispute resolution teams will support the national indirect election dispute resolution committees established at both the Federal Government and State levels to manage and resolve electoral dispute and conflicts.
SCOPE OF THE WORK
The consultant is expected to develop a simplified, user-friendly comprehensive manual that will guide civil society election dispute resolution support teams with skills on how to identify and manage electoral conflict and disputes and how to support the national indirect dispute resolution committees. The manual will be produced in English and then translated into Somali. Specifically, the consultant will undertake the following:
Without limitations to the final scope, and in coordination with the PEACE Project Manager, develop the following modules for inclusion in the Manual:
Understanding the context of elections in Somalia.
Electoral conflict and dispute resolution techniques
Conflict Management Provisions in the Constitution, 17 September 2020 Agreement and 27 May 2021 Agreement
Role of CSOs in election dispute resolution and management
Undertake a desktop review of the available resources on election conflict management aimed at enhancing CSOs dispute resolution support teams and electoral stakeholders’ capacity in managing electoral conflict and disputes
Prepare a draft manual on electoral conflict and dispute management to be used by CSOs dispute resolution support teams in English.
Share the draft manual with EISA for review and incorporate comments.
Prepare the final manual and submit it to EISA in English.
DELIVERABLES
The consultant will be responsible for the following deliverables:
Inception report.
Draft manual on electoral conflict and dispute management to guide civil society election dispute resolution support teams.
Final manual on election conflict and dispute management in accordance with the required and agreed upon modules, agreed on in the inception meeting.
ASSIGNMENT DURATION
The period of execution of the assignment will be 10 working days from the date of signature. The breakdown of the scope of work will be agreed upon between EISA and the consultant.
QUALIFICATIONS
Postgraduate university degree in Law or any of the Social Sciences
A minimum of 5 years of relevant experience in conflict resolution and peacebuilding work, including electoral related conflicts.
In-depth knowledge of existing national policies and best practices on election conflict prevention.
Extensive experience in curriculum development an d capacity building.
Strong evidence of good writing skills.
Excellent communication skills in English and Somali.
