The overall purpose of the role

The Information Management Officer supports DRC Somalia programme objectives through the provision of high-quality information products and services, ensuring all programme sectors have access to essential information for analysis and decision-making. The Information Management Officer participates in the development of systems rolled out in DRC Somalia for CCCM, Protection, Economic Recovery, WASH, and MEAL. Additionally, the Information Management Officer will coordinate with DRC’s Staff on any technical needs

Responsibilities

  • Administers, maintains, and develops DRC Somalia IM tools and systems including RESPOND, Kobo Toolbox and any other IM tools used at field level such as Zite Manager with more focus on CCCM;
  • Provides technical support to all DRC Somalia staff related to data extraction, data management, data validation and/or any data processing tasks;
  • Administers, maintains, develops and implements policies and procedures for ensuring the security and integrity of RESPOND and any other IM tool used at the field;
  • Works closely with CCCM Team to ensure RESPOND reflects all programme needs and users are satisfied with system usage.
  • Provides technical guidance and troubleshooting support for data planning, collection, recording and reporting requirements for System users;
  • Create offline and online dashboards for donor/internal reporting, dashboards for data validation/verification, and any other IM products using PowerBi and Adobe tools.
  • Create online and offline data entry forms using Kobo Toolbox.
  • Reports regularly to the IM Coordinator on the progress and quality of the data;
  • Manages, and creates users access to RESPOND and Kobo Toolbox and their permissions;
  • Identifies technical gaps in the program and identifies/implements solutions to meet these gaps;
  • Reports internally weekly achievements;
  • Support in the biometric household registration data collection exercise under a new grant, in coordination with external partners;
  • In coordination with CCCM Cluster and IM Coordinator, support the creation of interactive and static maps of the DRC managed sites across Somalia;
  • Support technically the effective follow-up of all referrals through appropriate pathways and databases;
  • Support CCCM sector with quality donor reporting on a monthly basis;
  • Undertake any other tasks assigned by the IM Coordinator and MEAL Manager;

Qualifications and Experience

  • At least 3 years of relevant experience in Information Management, or software development
  • Extensive experience in managing No SQL databases using JSON
  • Bachelor degree in Management Information System, Computer Science, Computer Engineering, or Information Technology
  • Experience in data visualisation tools mainly Power BI, and Adobe suite.
  • Technical experience implementing IM programs/systems for NGOs.
  • Experience in data collection and analysis, and program reporting.
  • Extensive experience in PostgreSQL database systems
  • Extensive experience in Excel, and its functionalities such as pivoting, vlookups, and excel functions.
  • Experience in creating online forms using online platforms such as Kobo, and ODK.
  • Experience in ArcGIS and QGIS
  • Familiarity of Protection Information Management principles and good understanding of data security.
  • Experience with handling confidential data.
  • Excellent written and oral presentation skills.

Conditions

Contract:         6 months with the possibility of extension, subject to funding and performance. Salary and other conditions are offered by DRC’s Terms of Employment for National Staff; Employment band Non-Management H

Availability:       1st October 2023 or Immediately

Duty station:    This position is based in Mogadishu or Baidoa
