Information Management Officer – Somalia
Background
The child protection area of responsibility (CP AoR) is operating in Ethiopia at the federal level as well as in eight sub-national levels. The national coordination provides leadership and support to the regional structures within the Humanitarian Cluster Approach and in line with the agreed response strategy. Strengthening the sub national coordination platforms is a priority in humanitarian coordination and response to address the increasing emergency situation in the regions. The child protection needs have been growing in the country, especially in the conflict or drought affected regions of which Somali region is one of the most affected. The people in need of child protection services have increased over time in the region, therefore the need for a strong information management capacity to support the sub- national AOR in the region is critical.
UNICEF is seeking a National CP AoR Information Management Officer (IMO) to assist in the production and delivery of Information Management products and services. She/He will be part of the CP AoR working in close relationship with the sub national CP AoR coordinator based in Jigjiga, Somali Region. In addition to this, the IM Officer also provides training to responsible staff and AoR partners in the region in rolling out 4W and 5W tools and capturing data into this system.
Presentation
Under the supervision of the CP specialist and in close coordination of the sub national CP AoR Coordinator, the IM Officer will undertake the following tasks:
- Work closely with the sub national CP AoR members to identify their needs and gaps at regional and sub-regional levels and to propose ways to bridge such gaps
- List and adapt existing IM tools (e.g., 5W matrix), development/contextualization of new ones where needed and supporting the regional CP AOR members in using these tools
- Build/strengthen the capacity of CP and Education AOR members through training on IM processes including data collection, storage, and analysis to inform decision-making, advocacy, dissemination, etc.
- Build/strengthen/coach the capacity of partners on information collection, analysis and reporting at sub-national level
- Support cluster partner to understand recent IM tools, innovative and dynamic data visualization processes, etc.
- Assist in formulating and providing regular inputs to UNICEF and OCHA sitreps
- Support the development of IM strategy and workplan for 2022/23 in collaboration with AoR members
- Conduct IM capacity survey for CP AoR members and provide IM capacity building accordingly
- Assist the regional AOR to develop humanitarian information and other regular updates and dashboards
- Monitor data quality and provide feedbacks on data quality regularly to the data sources
- Produce 5W data analysis and present the data using tabular/ graphical representation at the regional AoR meetings and other forums if required;
- Drafting minutes and other reports of the regional CP AOR and share to members and other relevant partners and stakeholders
- Ensure appropriate dissemination of assessment reports and other information products to relevant partners
- Collect and consolidate data from various partners, prepare and submit reports on regular basis
- Produce, share maps illustrating scale/coverage of assistance
- Participate in coordination meetings to identify information needs and provide technical support
- Support documentation of best practices and lessons learnt
- Support other programme activities related to child protection and integrated initiatives as required by the supervisor.
- Any other duties as may be requested by the CP AoR
Skills and Qualifications
Professionalism
Knowledge of the use of information management in humanitarian response; ability to analyze and articulate the information management requirements of complex situations requiring a coordinated response between disparate actors; demonstrated problem-solving skills and ability to use sound judgment to ensure the effective and timely completion of complex tasks; ability to work under extreme pressure, on occasion in a highly stressful environment (e.g. civil strife, natural disasters).
Communication
Excellent communication and training (spoken and written) skills including the ability to convey complex information management concepts and recommendations to staff at all levels, both orally and in writing, in a clear, concise style that can be readily understood by non-information management practitioners.

Works collaboratively with colleagues to achieve organizational goals; places team agenda before personal agenda; supports and acts in accordance with the final group decision.

Education
- Advanced university degree (Master’s degree or equivalent) in statistics, information management, information systems, data science, statistics, GIS or related field. A first-level university degree in combination with two additional years of qualifying experience may be accepted in lieu of the advanced university degree.
Experience
- At least 5 years with an extensive experience on information management, data collection, analysis and developing infographics preferably in humanitarian context
- Proficiency in Microsoft Office, in particular, Microsoft Excel,
- Knowledge of current GIS software (ArcGIS, Google Earth, QGIS), Power BI
- Knowledge of Mobile Data Collection tools
- Knowledge of Adobe Illustrator desirable
- Knowledge of database development desirable
- Knowledge of Somali, Amharic, and English languages are mandatory.
