TEAM/PROGRAMME: : Internal Audit  and Compliance LOCATION: Mogadishu with frequent travel to the field offices in Southern States,  PL and SL

ROLE PURPOSE: –The purpose for this post is to ensure that Save the Children Southern States and Benadir area adheres to all its grant management obligations internally within Save the Children and externally with donors. The post holder will be responsible for performing a thorough review and audit of all area offices including documentations (payment documentations, finance, HR, logistics and program documentations) as well as those from partners for adequacy of supporting documentations, accuracy of coding, accountability and compliance with applicable donor conditions and SCI policies and procedures, and recommend necessary improvements on monthly basis. The post holder will pay particular attention to payments documentations to ensure that all original documents and support for payments are attached, and applicable budget holder limits have been observed. The post holder will prepare a report on a monthly basis of the findings and recommendations for submission to the Audit and Risk Manager. S/he will work together with Finance and other support staff to build capacity of staff both at the Country Office and Sub-office level; participates in developing audit tools and techniques; provides clear guidance; and advice to make necessary amendments whenever the techniques and procedures are found inefficient and ineffective..
 SCOPE OF ROLEReports to: Internal Audit and Compliance Manager

Dimensions: Save the Children works in almost all regions in Somalia/Somaliland with a current staff complement of approximately 650 staff and a current expenditure of approximately US$ 120 million each year.

KEY AREAS OF ACCOUNTABILITY:Internal Audit:

  • Perform audit reviews of all SCI Somali functions including Awards, HR, Logistics and Operations as per the audit plan issuing reports on findings and recommendations .
  • Perform thorough review as per the audit plan of all payment documentation from area offices in Southern States and Benadir  and other  Area offices in the CO for adequacy of supporting documentations, accuracy of coding, accountability and compliance with applicable donor conditions and SCI policies and procedures and recommend the necessary improvements. Prepare a report of the findings and recommendations for submission to the Internal Audit and Risk Manager.
  • Uploading of the audit findings in the online audit findings tracker
  • Uploading the reports in the audit reports online DMS
  • Follow up on the implementation of the recommendations from the audit reviews conducted in the Area and filed offices.
  • Carry out verification processes for assets, review of documents for procurements and HR (recruitment procedures etc) undertaken by SCI’s SS offices and stock management and provide a report on findings and recommendations of the same to the Internal Audit and risk Manager

Partner Reviews

  • Perform thorough review of payment documentations from partners in Southern States and Benadir for adequacy of supporting documentations, accuracy of coding, accountability and compliance with applicable donor conditions and SCI policies and procedures and recommend the necessary improvements on a quarterly basis. Prepare a report of the findings and recommendations for submission to the Internal Audit and Risk Manager
  • Follow up to ensure that capacity building needs identified for partners have been addressed including those recommended from the quarterly reviews/audits.
  • Check whether due diligence of parties that SCI engages with are conducted and information on the same available.

Fraud Management:

 

  • With the guidance of the Internal Audit and Risk Manager and Head of Audit and Compliance, participate in special investigations into cases of fraud or serious negligence as required.
  • Conduct Fraud Awareness Session for new staff and refresher awareness sessions for the existing staff and for partners, government officials, suppliers, contractors, and other service providers (consultants etc.)

External Audit Engagement:

  • With the assistance of the Internal Audit and Risk Manager participate in internal and external audit excises and subsequent implementations of the auditors’ recommendations.

Operations Support Engagements:

  • Perform ad hoc reviews of cash distribution targeting documents, beneficiary registers and cash distribution receipts/vouchers,
  • Carry out programme support visits to Southern States and Benadir area and other field offices in the Somalia Country Office when required.
  • Provide guidance and recommendations to field staff on day to day compliance issues from the field offices.

Awards Management:

  • Take part in award kick off meetings and advise on award specific compliance requirements, Award Risks and Fraud Risks.
QUALIFICATIONS AND EXPERIENCE 

  • Bachelor’s degree in an area of Commerce, accounting, or Business administration or equivalent.
  • A minimum of 3 years of progressively responsible experience in professional accounting and financial/grant management /Audit/compliance
  • Highly developed interpersonal and communication skills including influencing, negotiation, and coaching.
  • Highly developed cultural awareness and ability to work well in an international environment with people from diverse backgrounds and cultures.
  • Strong results orientation, with the ability to challenge existing mind sets
  • Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in
  • Ability to present complex information in a succinct and compelling manner
  • Ability and willingness to dramatically change work practices and hours, and work with incoming surge teams, in the event of emergencies
  • Fluency in English, both verbal and written
