  1. BACKGROUND OF THE PROJECT

The Federal Government of Somalia (FGS), through Somalia National Statistics (SNBS), has received a grant from the International Development Association (IDA) to implement the Somali Integrated Statistics and Economic Capacity Building (SISEPCB) Project. The project aims at strengthening the country’s national statistics system, the monitoring and evaluation (M&E) system, and improving programming and analytical capacity of the government’s macroeconomics and fiscal programming agencies to enable them to regularly assess, analyze and improve their public policies and programs performance and results. More specifically, the project aims at: (1) Strengthening the national statistics system; (2) Strengthening monitoring and evaluation capacity; and (3) Building economic policy analysis and economic planning capacity.

The Somalia National Bureau of Statistics intends to apply part of the proceeds of these grants to engage international national accounts consultant to provide technical expertise to the SNBS team in capacity building on knowledge management, particularly in the development and analysis of national accounts main aggregates (i.e. production-based Gross Domestic Product (GDP), expenditure-based GDP, and income-based GDP). The consultant will also train/assist SNBS staff in balancing estimates of overall GDP by the three approaches mentioned above, both during periodic (ideally five-yearly) benchmarking and regular annual GDP estimation work and onward compilation of the regular annual GDP series.

  1. Responsibilities: The Consultant shall provide technical expertise to the SNBS team in capacity building on knowledge management, particularly in the development and analysis of national accounts main aggregates (i.e. production-based Gross Domestic Product (GDP), expenditure-based GDP, and income-based GDP). The consultant will also work in collaboration with other development partners who are already providing technical assistance to SBNS to ensure that SNBS coordinate available resources. The consultant will also assess the suitability (institutional framework, coverage, methodological soundness frequency, dissemination, data sharing, etc.) of existing data sources including administrative data (external sector statistics, government finance statistics, financial sector statistics, price statistics, etc.) and major surveys for preparing national accounts estimates and prepare an improvement plan.

  1. Selection Criteria: The selection shall be based on qualification, experience and skills of the candidate and followed by an interview. The qualifications, experience and competencies include:
  • At least  a  Master’s  Degree  in  Economics  or  Statistics  with  strong  background  in Economics, statistics, Socio-Economic Data Analysis.
  • Professional experience: At least 10 years of professional experience in compilation of National Accounts and economic statistics, data collection, analysis and dissemination, and Capacity Building in Statistics.
  • Good experience of the compilation of National Accounts statistics in Africa, particularly; ability to interpret and relate statistical data to socioeconomic developments.
  • Language skills: Ability to communicate fluently in English.
  • Strong motivation, and willingness to work and share knowledge with other professionals.
  • Ability to write reports, make presentations and complete tasks on a timely basis.
  • Have effective communication and interactive skills.
  1. REPORTING

The consultant will report directly to the Director General of SNBS, and work closely with the Deputy Director General, and directorate of macroeconomics on day-to-day operations.

  1. TIMING Duration of Assignment:

The assignments shall be for a period of 100 working days spread 12 months, extendable depending on satisfactory performance and availability of funds.

  1. SUBMISSION REQUIREMENTS

The attention of interested Consultants is drawn to paragraphs 3.14, 3.16 and 3.17 of the World Bank’s Procurement Regulations for IPF Borrowers: Procurement in Investment Financing – Goods, Works, Non-Consulting and Consulting Services dated July 2016 and revised in November 2017, August 2018, and November 2020 (“Procurement Regulations”), setting forth the World Bank’s policy on conflict of interest.

A Consultant will be selected in accordance with the Individual Consultant Selection method set out in the World Bank’s Procurement Regulations.
