Invitation To Bid 1000 Subsidized LPG Units (13 kg Cylinder, Gas Cooker, Low Universal Pressure Regulator and Gas Pipe)

 

Background

Somalia’s environment has been severely damaged during two decades of civil strife due to the absence of an effective government and related enforcement. Land degradation has been a significant issue in the vast and important Arid and Semi-Arid Lands (ASALs) that make up more than 80% of the country’s landmass and house the greatest national proportion of pastoralists in Africa. In addition, the livestock sector forms the backbone of the country’s economy, contributing 40% of the total gross domestic product (GDP) and more than 80% of foreign exchange earnings.

Unsustainable charcoal production is one of the significant drivers of land degradation and deforestation; it also supplies cash to elements and organizations involved in the conflict. It was estimated that 16 million bags of charcoal were produced for the period 2011-2017, equivalent to 8 million trees felled only in a study of 37,000 km2 (mainly in middle and lower Juba regions), translating in one tree cut down every 30 seconds for the seven years. Furthermore, charcoal production speeds up the process of desertification, decreasing the total land available for agricultural use or even grazing and reducing the carrying capacity of important rangelands in meeting the feeding requirements of livestock populations. Consequently, the implication is that charcoal production forces communities to move out of their traditional habitats as the land becomes unsuitable to support their livelihoods. Hence, the production of charcoal for illegal export and domestic consumption poses a significant threat to the rural communities’ livelihoods and the country’s overall economic performance entry.

Against this background, in 2016, the Somali government, together with multiple UN organizations (UNDP, UNEP, and FAO) has initiated a joint charcoal reduction programme “Government-UN Joint programme for sustainable charcoal reduction and Alternative Livelihoods: PROSCAL.” The programme aims at:

1. Supporting government of Somalia as well as countries in the Horn of Africa and the region to produce pertinent legal instruments and strengthen enforcement mechanisms at national, regional, and local levels,

2. Promoting alternative sources of energy to reduce local charcoal consumption,

3. Providing alternative livelihoods to the Charcoal Value Chain Beneficiaries (CVCBs) involved in the charcoal production and trade; and

4. Country-wide reforestation and afforestation to regain the productive potential of the environmentally degraded lands.

Under the second objective of the PROSCAL programme, the government, in partnership with the UNDP, have been promoting alternative energy to charcoal and increasing efficiency in charcoal consumption such as the production of fuel-efficient cook stoves accelerated diffusion of LPG for cooking and solar water heating systems coupled with awareness-raising and capacity building

To move from such dependence on primitive fuel to the consumption of advanced fuels such as liquefied petroleum gas (LPG) requires tackling some critical socio-cultural barriers, addressing misconception about LPG and pervasive cultural attitudes and perceptions through awareness-raising on the socio-economic benefits of transitioning from charcoal to liquefied petroleum gas (LPG) as an alternative source of clean cooking energy, that not only contributes to the environment but also can be used as a profitable business model for the companies that supply and trade LPG throughout the country.

Objective

In light of the above, the Directorate of Environment and Climate Change, Office of the Prime Minister, wishes to invite bids from qualified contractors to distribute 1000 subsidized LPG units (13 kg cylinder, Gas Cooker, Low Universal Pressure Regulator and Gas Pipe) at 17 districts of Mogadishu city.

Key requirements for qualified bidders to be considered.

1. Must have a physical address, valid license and tax clearance certificate.

2. Must have proven past experience on similar assignment.

3. Shall not have a conflict of interest in relation the execution of this service as determined by the bid evaluation committee.

4. Shall not be under a declaration of ineligibility for corrupt and fraudulent practices issued by the procuring entity or any relevant Government body.

Bid documents will be available from 03/12/2021 to 10/12/2021 at the Directorate of Environment and Climate Change, Office of the Prime Minister, Federal Government of Somalia.

Sealed Tender Documents MUST be submitted to the Directorate of Environment and Climate Change, Office of the Primate Minister, before 2:00 pm Mogadishu local time on 11th December 2021. Bids received after the stipulated date and time will not be accepted.
