The assignment will be 60 days inclusive of travel.

Responsibility for Logistics arrangements and Costs

Save the children will pay the consultant fee in a lump sum and will not reimburse any incurred costs during the assignment. The consultant will cover their own Logistical arrangements and costs; including food, accommodation and local transport and all cost associated with data collection work and whole activities.

Taxation Provisions

Consultant shall be responsible for all Taxes arising from the consultancy in line with the local Tax regulations applicable at the SCI contracting office named above.

Travel requirements

The consultant will cover his travel costs (tickets) and arrange local travel to field sites.

Security requirements

Consultant will comply with standard of Save the Children Security procedures, including the completion of SCI online security training prior to travel to Somalia.

Scope of Work and Responsibilities

Save the Children International Som CO is working on carbon emission reduction.  The organization is planning to reduce dependency on the grid electricity and introduce solar systems to the 3 main area offices in Somalia (Mogadishu, Hargeisa and Garowe) in 2023.

The scope of work for the assignment includes but not limited to the following tasks:

I.                    Site assessment: Using the available data from the surveys and assessments already conducted by save the children as well as collecting additional field-level data (if needed), the Engineer, in collaboration with shall review the already collected site information. These includes, revalidating the solar resource potential, project site mapping and digitalization and investigating land space options for the power plant.

II.                   Technical Designs:  Based on the site, demand and resource assessment, design a hybrid min-grid system (solar and grid-electricity) that meets the Save the Children’s investment cap requirements. The system should be designed for easy expansion should that become an option in the future.

a.       Design the best generation option and sizing of the various components of the system, including solar plant and grid connection.

b.      Develop detail Engineering Design and Drawings (of power generation), including the Bills of Quantities (BOQ)  and Costs

c.       Prepare descriptions/specifications of all key equipment for the solar power plant (solar PV and grid connection associated integrations).

III.                Monitoring and technical support: the consultant will providing technical support during project implementation period.

Reporting

The consultant will maintain weekly contact with the SCI team assigned to manage the monitoring activities.

Time Frame

The consultancy work will last approximately 60 days including induction and travel days. The days will start by the date the contract is signed.

Terms and Conditions

Consultancy fee: The consultant will come up with his/her own rate which will be subject to negotiation within the bounds of donor requirements and set standards of SC in Somalia the consultant is expected to estimate all relevant costs for the exercise, including costs for data collectors, vehicle rent, venue, stationary, standardization test and accommodation while undertaking activities related to this assignment.

All data that will be collected, designs, BoQs should be considered as SCI properties and can’t be used other purposes.

Skills and Qualifications

Qualification and Experience

The following are minimum requirements for the Consultant/Firm to be considered for carrying out the assignment.

•          Should have minimum bachelor’s in Energy or Electrical Engineering or Power Engineer.

master’s degrees is desired.

•          At least 6 years of experience in conducting similar work (experience on design and engineering in the renewable energy sector projects is mandatory).

•          Minimum of 6 years of design and engineering experience in the renewable energy sector with strong exposure to mini-grids and off-grid electrification. SC-Somalia is interested to verify related assignments conducted in the past 2 years.

•          Strong analytical skills and experience in undertaking technical feasibility studies, design work for mini grids, SPV – BES systems and other renewable micro grids, demonstrated ability to prepare a biding document, technical studies and developing financial and economic analysis for SPV-BESS projects with Levelized cost of energy (LCOE) and considering acceptable FIRR

•          Fluency in English (both written and spoken).

•          The consultants should have report writing and data analysis skills.

Review Criteria

The consultant must meet the above-required qualifications and experience.

ü  Technical proposal on how the assignment will be conducted including methodologies, data analysis and interpretation, reports, detailed work plan, including software to be used for the design.

ü  Prior experience in conducting solar assessments; specific experience and skills in assessing renewable energies, and mini grids.

ü  Detailed financial proposal with budget breakdown.

ü  Updated Company or Individual Profiles and Understanding of the TOR.
