INVITATION TO BID FOR CONSULTANCY

Save the Children International (SCI) Somalia program hereby invites interested consultants to bid for the consultancy assignment detailed below

1	Title of Consultancy		Designing  and  Development  of  Cash  based  Social
			Transfers Standard Operating Procedures (SOPs)
2	SCI Contracting Office		Save the Children
			Mogadishu Office
3	Period of Consultancy		The duration of the assignment will be 22 working days,
			excluding travel days.
4	Consultant type required		Consultancy Firm and/or Individual
5	Responsibility	for  Logistics	Save  the  Children  will  provide  logistical  support
	arrangements and Costs		(including  transport,  accommodation,  and  visa)
			during the assignment, when out of duty station as
			per the consultancy agreement.
6	Taxation Provisions		Consultant shall be responsible for all Taxes arising
			from the consultancy in line with the Somalia Tax
			regulations applicable at the SCI Mogadishu Office
7	Travel requirements		Save the Children will manage in country travel costs
			of	the	consultant(s).	For	internationals
			firms/individuals, the consultant will cover all other
			costs outside the country,
8	Security requirements		The  consultant  shall  be  expected  to  go  through
			mandatory on-line security training and submit the
			certificate of completion to SC before traveling to
			Somalia.  Failure  to  deliver  this  will  lead  to  an
			automatic  disqualification.  SC  will  advise  on  the
			security plan on appointment. The consultant(s) will
			comply with standard Save the Children Security
			procedures, including the completion of SCI online
			security training prior to travel to Somaliland
9	Qualification	and	✓ A minimum of 6 years of experience in the analysis
	Experience			and design of social protection schemes and national
				social protection systems and frameworks.
			✓ Extensive		experience in	developing Cash transfers
				related Standard Operating Procedures.

		✓ Strong understanding, knowledge and experience in
		drafting  social  protection  related  assessments  and
		development of guiding documents within the context
		of Somalia or similar ones.
		✓ Ability to write and communicate complex messages
		and ideas clearly and effectively.
		✓ Proven understanding and knowledge of the global
		discourse on social protection.
		✓ Experience in working with Government Ministries
		and Departments and NGO’s/INGOs/Donors
		✓ Experience in working in Somalia will be considered
		an asset
		✓ Possess sound understanding of national
		development planning frameworks and priorities and
		FGS and FMS coordination and development
		challenges and constraints on durable solutions.
		✓ Have proved to understand the Somali political and
		institutional context
		✓ A post-graduate or equivalent qualification/ degree in
		Social Science, Political Science, Development
		Study, Humanities, or any other relevant discipline.
		✓ Demonstrated knowledge and experience in
		undertaking research.
		✓ Demonstrated experiences and skills in facilitating
		stakeholder/working group consultations.
10	Evaluation Criteria	The consultant must meet the required qualifications and
		experience   defined   above   and   completeness   of
		application.
11	Application Procedure	Candidates  interested  in  the  position  are  expected  to
		provide the following documentation:
		●  A technical proposal with detailed response to the
		TOR, with specific focus on the scope of work,
		deliverables   and   key   selection   criteria   for
		respondents.

					●  Initial work plan based on based on the proposed
						plan of the SOPs development process
					●  A financial proposal detailing the daily rate of the
						consultancy,   detailing   both   the   number   of
						unites/days/weeks and rates, and other mode of
						payment
					●  Company profile or CV including a minimum of 3
						references
					●  Samples of similar work undertaken by the lead

ANNEX 1 : Consultancy Terms of Reference

Terms of Reference for Development of Standard Operating Procedures (SOPs) for Cash-based Social Transfers.

1. Introduction

Save the Children International (SCI) is a non-governmental organization whose mission is to fight for children’s rights and deliver immediate and lasting improvement to children’s lives worldwide. SCI has been operational in Greater Somalia for over 40 years. Current programs straddle relief and development in various sectors including Health, Nutrition, Child Protection, Child Rights Governance, Vocational and Skills Training, Education and Food Security & Livelihoods (FSL) working in Somaliland, Puntland and Central South Somalia to help communities cope with drought, conflict, displacement and flooding.

Save the Children has received funding from the European Union to implement the SAGAL Social Transfers Project (2021-2024) that proposes to improve resilience of households to conflict and climate related shocks and disasters. The action targets 44,221 households, or 265,326 individuals with a focus on internally displaced persons (IDPs), returnees and host communities. The project is led by Ministry of Labor and Social Affairs (MoLSA) and is implemented by the Somali Cash Consortium (Consortium Management Unit), with Concern Worldwide (Concern) as the lead agency and its Implementing Partners (IPs) Save the Children International (SCI), Norwegian Refugee Council (NRC) and Danish Refugee Council (DRC).

The approach will have two components: 1) through the provision of cash based social transfer to support targeted households to reduce vulnerability and poverty to lessen the impact of shocks and disasters linking humanitarian and development approaches; and 2) through the provision of support to build systems at the federal, regional and district levels required for a government-led social protection system. The action is in line with the government’s Somalia Social Protection Policy (SSPP) and the National Development Plan 9 (NDP9) 2020–2024 and it targets 18 districts across 11 regions. In particular, the 2nd outcome is aiming to improve the ability of government

to implement and deliver a national cash based social transfer programme by contributing to some of the priorities of the Somalia Social Protection Policy (SSPP) Policy Objective 1: Establish and strengthen systems and capacities of the government of Somalia and other stakeholders to design, implement, and monitor coordinated and effective social protection programmes, specifically at district level, in complement to other actions being implemented at federal and state levels by other actors and actions.

2. Purpose and scope of the assignment

The primary objective of the consultancy assignment is to design and develop a Standard Operating Procedures (SOPs) for cash based Social Transfers programs of the Ministry of Labor and Social Affairs (MoLSA), focusing the Social Transfers Model 4 (ST4) pilot of the EU funded Social Transfers to vulnerable Somali people (SAGAL) project. The Cash based Social transfers SOPs will guide and govern administrative processes for the delivery chain of the cash based social transfer programs including mandatory steps for beneficiary assessment for eligibility and selection, registration and enrolment, payment distribution procedures, appeals against exclusion, keeping systems up to date and complaints about delivery of payment. The SOPs will also clarify the Social transfers preparatory activities including a feasibility and risk assessment on the modality and standard procurement procedures for getting the financial service providers into agreements. Again, the post distribution reconciliation and controls, accountability to stakeholders, including beneficiaries/donors has to be clearly set by the SOPs. The SOPs will ensure that the project operations are carried out correctly (quality) and always in the same manner (consistency).

The SOPs will be designed under the leadership of MoLSA and in close consultation with the relevant stakeholders including cash consortium, local authorities at state and district levels, community leaders and the relevant clusters on the ground. The SOPs will provide systematic procedures for intra and inter-agency coordination for co-production and dissemination of information and project implementation.

These SOPs will then be signed-off and disseminated among relevant stakeholders to support the smooth and successful implementation of the government-led and owned cash based social transfer pilot (ST4) in the target corridors.

 

3. Main Deliverables

The expected deliverable of this assignment is to produce a well prepared SOPs for social transfer models under SAGAL Project of cash transfers to vulnerable people. In particular, the assignment will deliver:

• Inception report with the methodology of stakeholder’s engagement and work plan for the development of the cash based social transfers Standard Operating Procedures (SOPs) as outlined in the scope of the assignment above.

• Comprehensive and robust cash based social Transfers SOPs that is relevant to Somalia context and fit for immediate use for the desired purpose

4. Type of Consultancy

To ensure the sustainable use of SOPs document, step by step consultations of key stakeholders and target groups across the country and the interests and roles of mandated government ministry, MoLSA at FGS and FMS levels, and potential partners supporting the development of social protection system within agreed timeframe, SCI in collaboration with MoLSA will call for International/local consultancy firm/individual to work for the development of a cash based Social transfers SOPs for MoLSA-Somalia.

5. Period of Consultancy

This consultancy assignment for developing SOPs for cash based social transfers will take 22 working days, this is excluding the travel days and weekend.

6. Evaluation Criteria
   • Number of years of experience of the team leaders/trainers of the consultancy firm

• Proven track record of experience in subject matter, as displayed in history of high quality publications, Standard operating procedures for in social protection programs

• Experience conducting similar work in similar contexts,

• Proven track record, as evident in publications, of advocating for a rights-based approach to inclusive social protection

• Proven track record, as evident in publications, of understanding of child rights, gender disability and other marginalized groups

7. Qualification and Experience

The consulting firm/individual should meet the following requirements:

• A minimum of 6 years of experience in the analysis and design of social protection schemes and national social protection systems and frameworks.

• Extensive experience in developing Cash transfers related Standard Operating Procedures
• Strong understanding, knowledge and experience in drafting social protection related assessments and development of guiding documents within the context of Somalia or similar ones.
• Ability to write and communicate complex messages and ideas clearly and effectively.

• Proven understanding and knowledge of the global discourse on social protection.

• Experience in   working   with   Government   Ministries   and   Departments   and NGO’s/INGOs/Donors

8. Code Of Conduct

Save the Children’s work is based on deeply held values and principles of child safeguarding, and it is essential that our commitment to children’s rights and humanitarian principles is supported and demonstrated by all members of staff and other people working for and with Save the Children. Save the Children’s Code of Conduct sets out the standards which all staff members must adhere to and the consultant is bound to sign and abide by the Save the Children’s Code of Conduct.

A contract will be signed by the consultant before commencement of the action. The contract will detail terms and conditions of service, aspects on inputs and deliverables. The Consultant will be expected to treat as private and confidential any information disclosed to her/him or with which she/he may come into contact during her/his service. The Consultant will not therefore disclose the same or any particulars thereof to any third party or publish it in any paper without the prior written consent of Save the Children. Any sensitive information (particularly concerning individual children) should be treated as confidential.

An agreement with a consultant will be rendered void if Save the Children discovers any corrupt activities have taken place either during the sourcing, preparation and implementation of the consultancy agreement.

 

9. Mandatory Security Training:

The consultant shall be expected to go through mandatory on-line security training and submit the certificate of completion to SC before the commencement of the task. Failure to deliver this will lead to an automatic disqualification. SC will advise on the security plan on appointment.
