INVITATION TO BID FOR CONSULTANCY

Save the Children International (SCI) Somalia program hereby invites interested consultants to bid for the consultancy assignment detailed below

1	Title of Consultancy	HYDROGEOLOGICAL, GEOPHYSICAL INVESTIGATION AND SOCIO-ECONOMIC AND ENVIRONMENTAL ASSESMENT FOR BOREHOLE SITTING IN BARI REGION
2	SCI Contracting Office	Save the Children, GAROWE
3	Period of Consultancy	7 DAYS; STARTING FROM 5^TH – 11^TH NoV, 2021
4	Consultant type required	BOTH INDIVIDUAL AND FIRM CAN APPLY FOR THE CONSULTANCY
5	Responsibility for Logistics arrangements and Costs	THE CONSULTANT WILL CATER FOR ALL LOGISTICAL ARRANGEMENTS BY HIM/HER SELF
6	Taxation Provisions	Consultant shall be responsible for all Taxes arising from the consultancy in line with the local Tax regulations applicable at the SCI contracting office named above
7	Travel requirements	The consultant should be able to report to the duty station (Garowe -PL) to conduct the HYDROGEOLOGICAL, GEOPHYSICAL INVESTIGATION AND SOCIO-ECONOMIC AND ENVIRONMENTAL ASSESMENT FOR BOREHOLE SITTING IN BARI REGION
8	Security requirements	Consultant will comply with standard Save the Children Security procedures, including the completion of SCI online security training prior to travel to Somalia
9	Qualification and Experience	The measurable qualifications and experience required: Save the Children seeks to invite qualified consultants/firms who meet the following requirements to submit their detailed narrative and financial proposal on how to undertake the assignment. Proven field technical and field experience of Consultant with Master’s degree in geology, hydrology, hydrogeology, engineering geology, physical, or earth science, or in any related field and having good experience of working in this sector. Consultancies performed in the last 10 years especially with reference letters for each hydrogeological surveys consultancy Proof of availability of all the equipment’, personnel and ability to mobilize them on short notice (Include list of equipment, Brand/Manufacturer, CVs of the personnel) to perform the survey.
10	Evaluation Criteria	Indicate the criteria for evaluation Water Resource Engineer/Hydrologist – The lead consultant shall be a qualified and competent registered professional Water Resources with a degree in Engineering (preferably Master’s degree) or equivalent qualification and with a minimum of 10 years’ experience in water supply design and construction – preferably solar energy. Environmental Specialist- The Environmental Specialist should have a Bachelor’s degree in Environmental Science or equivalent, with at least five (5) years of professional experience and at least three (3) projects in conducting environmental impact assessment of water supply projects. Extensive knowledge and solid professional experience in designing water supply projects and other civil structures through technical studies.
11	Application Procedure	Interested consultants should submit their applications via email to puntland.supplychain@savethechildren.org The applications should be submitted in PDF format as one document comprising Technical and Financial sections as detailed below. – Technical proposal on how the assignment will be conducted including methodologies, data analyses and interpretation, reports and schedules. ( List software to be used for analysis) –( 20) – Proven field technical and field experience of Consultant with Master’s degree in geology, hydrology, hydrogeology, engineering geology, physical, or earth science, or in any related field and having good experience of working in this sector. (15) – Consultancies performed in the last 10 years especially with reference letters for each hydrogeological surveys consultancy (15) – Proof of availability of all the equipment’, personnel and ability to mobilize them on short notice (Include list of equipment, Brand/Manufacturer, CVs of the personnel) to perform the survey. (10) – Submit a detailed financial proposal including all professional fees, report costs and subsistence costs. Please note all costs must be broken down into details ( no lump sums, no contingencies etc) (40) Applicants should also indicate the date they are available to start working on the consultancy All applications MUST be submitted on or before the closing date below to be considered for the assignment.
12	Closing date for Applications	Interested consultants shall submit their applications through the email address provided above on or before 30^th Nov, 2021. Shortlisted candidates will be requested for an interview.
13	Terms of Reference (ToR)	Complete ToR with details appended below attached herewith as Annex 1. Purpose of the consultancy, Introduction of the project, Background of the consultancy, Objectives of the consultancy, Proposed methodology and approach, Scope of work, Key deliverables / outputs Activity timelines
