KAAH Relief and Development Organization are hereby inviting you to tender for ‘Essential medical drugs. The tender dossier package is drafted here to provide you with all necessary information required for successful submission of your tender and the applicable regulations.

Section 1: Invitation to tender
1) Organization background
KAAH Relief and Development Organization is one of the national non-governmental organizations providing humanitarian response to the communities affected by protracted droughts and conflicts in Somalia. Since its establishment in the year 2001, KAAH main responsibility was to address and mitigate the effects of biting natural and man-made disasters and the socio-economic problems in Somalia. It is an initiative formed to resist prolonged insecurity and droughts in Somalia and the increased lack of humanitarian access and humanitarian services to victims in Somalia. KAAH targets vulnerable beneficiaries both in urban and rural areas on life-saving activities through emergency response, recovery, livelihoods, and developmental activities. With regards to the absence of the socio-economic infrastructure and the systems of governance and institutions which led to the collapse of livelihoods and all the basic services of many communities. The organization also focuses on governance projects of peace building and development initiatives. KAAH since its inception and mutual partnerships with global development and local partners has been able to implement humanitarian protection activities in collaboration with its stakeholders.

2) Project Summary:
Provision of quality essential lifesaving health services through statics and mobile outreach to vulnerable communities impacted by climatic shock with the aim of reducing child and maternal morbidity and mortality in South Galkacyo in Mudug region of Somalia
KAAH seeks to establish the delivery of the service competitively through contracting qualified service provider and delivery in accordance with section 2 of the tender.
3) Criterion for awarding the tender
KAAH Relief and Development Organization established this competitive tender process to be conducted in fair and transparent manner. KAAH procurement process ensures all bidders are equally assessed and the contract awarding is entirely fair.
The following 2 criterion which are aimed to establish quality service delivery and financially competitive bidding process, are subjected to the evaluation of tenders submitted by every bidder:

Core submission criteria
The selection will be based on the bidders meeting the specified criteria, with the fully compliant bidder being chosen as the winner, through a fair and transparent evaluation by the procurement committee.
The core criteria will include the following;
- Company MUST be international recognized
- Company Profile
- Certificate of incorporation
- Valid annual practice license or certificate of registration
- Valid tax compliance certificate
The above criteria evaluate the bidders’ experience, skill and capability to deliver the services required. This is the next stage of tender evaluation process and the bidders who passed the core submission criteria are fairly subjected to this evaluation process.
The lowest financial submission and appropriated to the available budget cost will also be considered during the evaluation.

- This tender document is issued on 16th July 2024 and deadline of submission is 23th July 2024 The submitted bids will be opened and evaluated on 24th July 2024
- Award of contract will be on 25th July 2024.
- Documents Submission
All bidders willing to participate in this tendering process are requested to submit their separate quotation with their logo and stamp in accordance with the provided template of bill of quantity and in accordance with section 3 of the tender dossier.
- Bid Submission
All bids MUST be in the provided format, failure to which the bid is excluded from consideration. Partial or incomplete submissions are not considered for further evaluation.

Section 4: Annexes
- Prevention of Sexual Exploitation and Abuse (PSEA), child protection and code of conduct
1.1 Sexual exploitation and abuse (SEA) by humanitarian aid workers directly contradicts the principles upon which humanitarian action is based and represents a protection failure on the part of the aid community. SEA inflicts harm on those whom the humanitarian community is obligated to protect, as well as jeopardizes the credibility of all assistance agencies. KAAH does not tolerate any form of Sexual Exploitation and Abuse (SEA), including child abuse. Any individual or entity contracted by KAAH is required to abide by this KAAH PSEA policy as part of the terms of this contract. Any breaches of the policy will be considered gross misconduct and grounds for termination of contract.
