Level 3 – the responsibilities of the post may require the post holder to have regular contact with or access to children or young people.
ROLE PURPOSE:
The Job Holder is Responsible for overseeing all information technology in Southern States of Somalia including all Field Offices under the Southern States, and ensuring high delivery of IT services that enable efficient and effective program delivery. This will include responding to IT-related business needs, supporting and coaching IT staff in Field Offices, overseeing the implementation of IT projects, and acting as the in-area lead IT advisor to the senior management.

KEY AREAS OF ACCOUNTABILITY
IT Systems Management
Ensures implementation of ICT strategies and new technologies.
· Compliance with global IT standards, Policies, and procedures for the CO technology environment
· Leading the implementation of the ICT annual plan based on agreed objectives and Standard Operating Procedures in ICT services
· Design and implement a Disaster Recovery Plan for the Area with an emphasis on data storage, security, and backup services
· Lead IT initiatives, user awareness, and compliance with Global Assurance requirements
· Actively participate in Country Office IT working group for information and knowledge sharing
· Inspire innovation through research and business partnering to make IT an enabler for the achievement of the region’s strategy towards meeting local demand for innovative tools
· Coach, empower, and build the IT team members for improved service delivery
· Partner with Logistics in ensuring timely and value-for-money IT-related purchases is achieved while ensuring SLAs with service providers exist and are adhered to it
· Promote a culture of documenting and sharing best practices using knowledge management tools and sharing monthly reports with the Area Representative and Head of IT.
· Plan and budget for all IT expenditures (system requirements, specifications, costs, and timelines) in consultation with the line manager and the Finance team
· Periodically (yearly at minimum) assess IT needs and advise management on the impact on program delivery.
· Examine project budget and provide reasonable costed allocation plan to senior management
· Track expenditures against budgets, prepare forecasts and verify invoices from service providers and suppliers against SLA performance targets before payment is approved.
Conduct/participate in periodic performance review meetings with partners.
IT Support
· Ensure the use of Service Desk JIRA in all offices and provide support and technical assistance to upcoming IT Interns/assistants in resolving escalated issues.
· Ensure everyone in the office can access the tools needed to do their role.
· Create playbooks to help guide employees on how to use the necessary equipment and tools.
· Proactively ensure ICT services are accessible and equipped with current hardware and software either through research or engagement with regional and global teams
· Work with others in preparing IT assets disposal when appropriate and Ensure hardware is stripped and data secured before disposal
· Ensure ICT inventory for the Area is up to date and consolidated in consultation with Logistics, Admin, and Finance.
· Consult with system users and management to establish requirements for new systems or modifications.
IT Network Operations Local
· Ensure optimal functioning of Internet link in all offices in the area
· Network Infrastructure and technology implementation, network performance management, and participation in improvement planning
· Managing access controls for all network-related services and resources
· Fundamentals of Vsat Installation and monitoring if needed.
· Prepare evaluations of software or hardware, and recommend improvements or upgrades
IT Capacity Building
· Identify user training needs through assessments and tailor appropriate responses
· Conduct IT Staff capacity building through skills transfer
· Training material development for the country office
IT Security and Child Safeguarding
· Report any alleged or suspected misuse of IT systems/equipment, lapses of security, and major violations of organizational standards to senior in-country management, and provide support as directed to any resulting investigation, such as obtaining evidence, suspending access privileges, etc.
· Comply with all relevant Save The Children policies and procedures concerning child safeguarding, Data Protection, IT safety and security, equal opportunities, and other applicable policies.
· Ensure that all cloud servers are secure, up-to-date, and compliant with SCI IT Security Policies
· Advise staff of security breaches (Datix Report) and changes in password or security status
· Ensure all new recruits have completed the mandatory online IT Security and Data Protection training.
· As Data Protection focal point in Southern States of Somalia, explain the Data Sharing Agreement to senior stakeholders within their area
Reporting
· Submit regular monthly reports to the Area Representative SS and Head of IT.
· Ensure that all Save The Children staff complies with all Global IT Control and Somalia Country Office IT specific Security Policies and Procedures.
· Participate and represent the IT department in any Southern States meetings
· Participate and represent Southern States in any inter-agency IT-related meetings or seminars.

QUALIFICATIONS, EXPERIENCE, AND SKILLS :
· Degree or Advanced Information Technology Diploma from a reputable institution
· Minimum five years of experience in ICT Support
· Familiar with all day-to-day aspects of managing the IT needs of an organization, with specific areas of the role involving familiarity with Windows and MS Office Products and LAN/WAN infrastructures (routers, modems, switches). Troubleshoot and administer a Microsoft Windows-based network (LAN) and servers, good working knowledge of Windows server and domain system configuration, antivirus software for workstations and servers, etc.
· Experience managing and troubleshooting corporate apps like MS365, MDM Microsoft 365, MFA, etc.
· Experience in delivering Technology for Development Projects (T4D)
· Good communication skills and a solid positive attitude toward learning
· Fluency in written and spoken English and Somali Languages.
· Previous experience in an INGO is an advantage but not a requirement
· Ability and experience in training end users or staff
