VACANCY ANNOUNCEMENT Position Title: JPP II Coordinator

Project: Joint Police Programme Phase II (JPP II)

Institution: Federal Ministry of Internal Security (MoIS)

Duty Station: Mogadishu, Somalia

Duration: One Year (With possibility of extension)

  1. Background

The Federal Ministry of Internal Security (MoIS) is implementing the Joint Police Programme Phase II (JPP II), a strategic initiative supported by the United Nations Development Programme (UNDP). The programme aims to strengthen police service delivery, enhance institutional capacity, and promote community security in Somalia. The Ministry is seeking a qualified and experienced JPP II Coordinator to lead the implementation of its component of this critical programme.

  1. Duties and Responsibilities

The JPP II Coordinator will be responsible for the following:

  • Provide overall leadership and day-to-day management for all JPP II activities implemented by the Ministry.
  • Serve as the principal liaison between the Ministry, UNDP, and other programme partners.
  • Develop and oversee detailed work plans, budgets, and strategic frameworks.
  • Ensure effective financial management and compliance with all programme agreements and regulations.
  • Prepare and submit timely and comprehensive progress reports (narrative and financial).
  • Monitor programme implementation, evaluate results, and manage risks.
  • Provide technical advice on policing reforms, community engagement, and gender mainstreaming.
  • Represent the Ministry in high-level programme meetings and technical working groups.
  • Supervise programme staff and ensure proper documentation of all activities.
  1. Qualifications and Experience Education
  • A Bachelor’s degree in Public Administration, Law, Business Administration, Security Studies, International Relations, or a related field is required.

Experience

  • A minimum of five (5) years of progressively responsible experience in project management and coordination
  • Proven experience working with high-level government officials and international development partners.
  • Demonstrable experience in financial management, budgeting, and reporting for donor-funded projects.
  • Experience in the security sector, rule of law, or governance programmes is a distinct advantage.

Competencies and Skills

  • Excellent leadership, strategic planning, and analytical skills.
  • Strong interpersonal, communication, and diplomatic skills.
  • Proficiency in computer applications (MS Word, Excel, PowerPoint).
  • High level of integrity, accountability, and professionalism.
  • Ability to work under pressure and meet tight deadlines.
  • Fluency in written and spoken English and Somali is essential.
