Oxfam’s work in Somalia and Somaliland covers both humanitarian and development spheres, with most programming delivered in Hargeisa and eastern Somaliland, both directly and with partners. The humanitarian component focuses on delivery of water, sanitation and hygiene (WASH), food security (particularly cash grants) and protection, in response to persistent, intense drought that has decimated livelihoods – primarily pastoralism, and caused mass displacement. The development component focuses on women and youth empowerment, economic inclusion, influence in decision-making and access to justice, primarily through three multi-year programmes.

The Role

Oxfam in Somalia and Somaliland is looking for competent person to join our dynamic, innovative and committed team for the position of Just Economy and Economic Development Program Coordinator.

The purpose of the job is to manage effectively and efficiently and with quality the implementation of the OCS pillar one portfolio in Somalia/Somaliland as part of Oxfam’s effort to empower marginalized groups including youth. The Just Economy and Economic Development portfolio focuses on following Long Term Outcomes: 1. Fair wealth creation and distribution through advocating progressive policies that reduce poverty and inequality.

Improve access to skills and education for disadvantaged youth and women to adapt to market needs and the climate crisis. 3. Create economic opportunities and jobs for disadvantaged youth and women by enabling the growth and creation of businesses, especially social and environmental impact businesses. The overall focus is on entrepreneurship development, access to finance ,skills development, as well as job creation efforts for the marginalized groups. Influencing is an integral part to this role, hence, the job holder will ensure advocacy/influencing efforts to amplify voices of the marginalized community members in collaboration with the influencing team and relevant line ministries. The Programme Coordinator will ensure timely and quality delivery of the youth thematic programme in Somalia/land, in coordination with the country office teams and Technical Units at the Hague Office of Oxfam Novib as well as the regional platform-HECA. He/she will be directly managing the program/project officer(s) and will be responsible for the management of the contract and the relationships with the implementing partners. He/she has to work very closely with the Monitoring Evaluation Accountability and Learning to ensure smooth monitoring and knowledge management of projects as well as funding and programme development team to identify and contribute to programme development.

The position will require a range of skills and experience Including: Masters’ Degree with a specialty relevant with the position: Social Science, Local / International Development, development studies, economics, etc. Minimum of 5 years of experience at a Project / Program management level, preferable in the field of youth/economic development. Experience in Budget management, Staff management and team coordination skills; Thought leadership in the field of youth employment, business development, innovation or other relevant field; Strong networking capacities and communication skills; Capacity support and training of teams; Ability to deliver under pressure and Cultural sensitivity in the context of Somalia/land.
