Overview of position Overview of consultant role position 

Somalia Urban Resilience Project II (SURP II) is a municipal governance and infrastructure development project financed by the World Bank and its partners, aimed at improving access to urban infrastructure and strengthening municipal governance in Somalia.

The Government of Somalia, through the Benadir Regional Administration (Mogadishu) representing all four Municipalities of Mogadishu, Kismayo, Garowe and Baidoa has selected our client to provide the consulting services for the urban transport infrastructure works to be executed by the Project Implementation Unit (PIU) of the respective Municipalities under the Project. The works involve construction of urban roads to bitumen standards, construction of associated drainage works and installation of streetlights, by the contractors engaged by the respective PIU.

The scope of our client engagement is to provide technical assistance to the PIUs i n the works implementation and Contracts managements in the areas of design review, technical supervision, performance monitoring, quality control etc., as well as contributing to PIUs capacity buildings.

Role objectives Consultant Roles & Responsibilities The Laboratory Technician will be responsible for material testing and quality controls on road and pavement construction as directed by the Resident Engineer / Material Engineer, as well as proper maintenance of the project’s material testing laboratory. The specific roles and responsibilities are;

·       Maintenance of the material testing laboratory in good order and advice the Material Engineer on timely calibration of the material testing equipment and maintaining adequate stocks of supplies;

·       Organise and conduct the field and laboratory tests as per the applicable specifications in order to support the material selection and construction quality control activities as directed by the Resident Engineer;

·       Proper records keeping of the material tests performed, tests results and reports, and sharing with the Material Engineer for review and advice;

·       Support the capacity building of the client nominated staff through on-the-job training and knowledge sharing.

·       Perform other related duties as directed by the Resident Engineer

Project reporting To the Resident Engineer
Key competencies Qualification and Experience·       BSc or an Advanced Diploma in Civil Engineering related area is required;

·       Minimum of 5 years of experience in material testing for civil engineering construction activities with at least two years in a similar capacity on a bitumen standard road construction project.

·       Familiarity with the material testing standards and specifications used in Eastern Africa;

·       Working experience in Somalia is desirable.

·       Fluency in written and spoken English is required
