Overview of position Within the framework of our client Regional Programme for Eastern Africa (2016-2021) and its respective mandates, our client, through its Regional Office for Eastern Africa (ROEA) and in close coordination with its headquarters, aims, among others, to promote and support effective responses by Member States in Eastern Africa to transnational organized crime, illicit trafficking and illicit drug trafficking at the legal, technical and policy level. Our client does so primarily through its regional programme on Transnational Organized Crime and Illicit Trafficking.

Accordingly, our client ROEA Transnational Organized Crime and Illicit Trafficking Programme is pivotal to our client’s mandate to assist Member States in preventing, suppressing and prosecuting transnational organized crime and related offences in Eastern Africa. In turn, the latter programme is implemented through various outputs and activities, including technical and legal advice, capacity building through training activities and procurement, and facilitation of national coordination and international cooperation.

As the guardian of the United Nations Convention against Transnational Organized Crime (UNTOC) and the Protocol to Prevent, Suppress and Punish Trafficking in Persons, especially Women and Children (Trafficking in Persons Protocol) and the Protocol against the Smuggling of Migrants by Land, Sea and Air (Smuggling of Migrants Protocol), both supplementing the Convention, our client is mandated to promote global adherence to these instruments and to assist Member States in implementing them through provision of technical assistance.

Our client, in context of the our client Regional Programme and its sub-programme on Transnational Organized Crime and Illicit Trafficking, is currently implementing programme activities as part of the “Better Migration Management (BMM) programme Phase II” aimed at improving migration management in the region, and specifically at addressing the trafficking and smuggling of migrants within, and from the Horn of Africa. One of the key priorities of the BMM programme is to promote the rights of migrants and to protect them from violence, abuse, and exploitation, especially by organized crime syndicates.

 

Purpose of the assignment:
The purpose of this consultancy is to undertake the following tasks in Somalia: (i) Develop and deliver a Specialized Training on Trafficking in Persons (TIP) and Smuggling of Migrants (SOM); and (ii) Assess the competence of TIP and SOM specialized units (Anti Human trafficking Units) and with the involvement of specialized Anti-human Trafficking units’ authorities, develop modalities for its capacity building through mentoring and ongoing advice.

Role objectives 1.Specific tasks to be performed by the consultant:

 

The consultancy will be carried out under the overall supervision of the Head of Transnational Organized Crime, Illicit Trafficking and Terrorism Programmes and direct supervision of the Crime Prevention and Criminal Justice Officer (Law Enforcement Expert) based in Nairobi. The consultant in close coordination with the project country coordinator in Somalia respectively, will perform the following tasks:

 

·Develop workplan and provide strategic advice to our client.

·Deliver specialized training to law enforcement officers on investigations of TIP and SOM cases.

·Conduct an assessment of the specialized units of Anti-Human Trafficking (AHTU) in Mogadishu and Puntland, Somalia, provide strategic and operational advise and develop a mentoring plan.

 

2.Measurable expected results / deliverables:

 

A.Workplan developed and strategic advice delivered

 

i.Workplan on overall assignment developed and presented to our client for approval. Strategic advice on mentoring the specialised units provided.

 

B.One 6-day specialized training to law enforcement officers on Trafficking in Persons and Smuggling of Migrants in Somalia delivered.

 

i.Training curricula drafted.

ii.Concept note, agenda, theoretical lectures, self-study, group work and practical exercise for the workshop developed.

iii.Specialized training to law enforcement officers on Trafficking in Persons and Smuggling of Migrants in Somalia delivered.

iv.Workshop report available.

 

C.Assessment of the AHTUs in Somalia conducted and strategic and operational advise provided.

iConcept note developed

iiSpecialized AHTUs in Mogadishu, Garowe (Puntland), visited, assessed on their priority gaps and ongoing strategic and operational advice to staff provided respectively.

Key competencies

Qualifications / expertise sought (training, work experience, years of experience and other special skills or knowledge required):

·Advanced university degree in criminology, law, sociology or related discipline;

·A minimum of 10 years of relevant work experience in the field of trafficking in persons and smuggling of migrants;

·Demonstrated capacity to develop training curriculum preferably in the field of anti-human trafficking and smuggling of migrants;

·Experience in training/mentoring law enforcement officers and/or other criminal justice officials in matters relating to the investigation and prosecution of human trafficking, migrant smuggling and other related transnational organised crimes;

·Experience in planning and producing interactive training materials and tools;

·Training experience with criminal justice practitioners required;

·Experience working with criminal justice practitioners is an advantage;

·Exposure to development work and experience in Eastern Africa will be an asset;

·Excellent written, verbal and interpersonal communication skills;

·Excellent command of written and spoken English;

·Previous work experience with the UN or other International Organizations will be considered an asset.
