Oxfam’s work in Somalia and Somaliland covers both humanitarian and development spheres, with most programming delivered in Hargeisa and eastern Somaliland, both directly and with partners. The humanitarian component focuses on delivery of water, sanitation and hygiene (WASH), food security (particularly cash grants) and protection, in response to persistent, intense drought that has decimated livelihoods – primarily pastoralism, and caused mass displacement. The development component focuses on women and youth empowerment, economic inclusion, influence in decision-making and access to justice, primarily through three multi-year programmes.

The Role
To ensure implementation of emergency food security, cash grants, restocking, seeds and fodder distribution and food security activities as well as contribute to livelihoods recovery of the Puntland population affected by drought crises.
OXFAM PURPOSE: To work with others to find lasting solutions to poverty and human suffering.
TEAM PURPOSE: To deliver efficient, cost effective and quality operations, and technical and professional advice and expertise to develop and implement Oxfam’s strategic roles.
JOB PURPOSE: To strengthen Oxfam’s field responses by managing field level procurements, warehousing, assets, fleet and security; ensuring efficient, transparent and cost effective management in line with Oxfam policies and procedures.
Skills and Qualifications
SKILLS AND COMPETENCIES
- Professional experience
- At least 4 years of work experience with an INGO / local NGO or Microfinance/bank in Livelihood development, financial inclusion, market systems development, and training/capacity building role
- Good understanding of the VSLA/Savings group methodology including practical experience in implementation.
- Familiarity with local Microfinance Institutions and banks in Somaliland.
- Knowledge and/or prior experiences in financial inclusion, Market systems, and Livelihoods programming are required.
- Previous experience in managing private sector partners and co-designing cost-shared activities with private sector partners/ market actors.
- Prior experience in supporting training/capacity building for livelihood programs is highly desirable.
- Excellent oral and written English and Somali skills are mandatory.
- Ability to work effectively with an ethnically diverse team in a sensitive environment.
- Demonstrated success working effectively and respectfully with multiple stakeholders including the private sector, local authorities, and partners in complex environments.
- Successful and proven negotiation, communication, and organization skills.
- Required qualification/ Education.
- Minimum of a Bachelor’s degree or equivalent in Business management, agribusiness, entrepreneurship, or a relevant field required
- Preferred knowledge and qualification
- Financial inclusion, Market systems, and Livelihoods programming experience required.
- Private sector development experience needed especially for Somaliland context in banks, MFIs, input suppliers, etc.
- Experience in highly volatile fragile regions preferred.
- Adaptive management and evidence-based learning and implementation
