  1. ORGANIZATION AND POSITION OVERVIEW

Welthungerhilfe is a German-based international non-profit humanitarian and development organization. The ultimate vision of Welthungerhilfe is to see a world without hunger and poverty. WHH has been working in four regions of Somaliland (Awdal, Maroodi-jeex, Toghdeer and Sanaag) since 2001 with multisector interventions. It secures funding mainly from the German Government external cooperation (BMZ, AA) and private donors of Germany for its interventions in Somaliland. Objectives, duties, areas of responsibility.

  1. Objectives of the position

The Logistics Assistant will be responsible for supporting the Logistics team in the Somaliland Area Office to implement procurement and logistics services. The incumbent will be based to Hargeisa Office with frequent travel to Burao District to support with the procurement and logistics functions at the WHH Burao field office.

  1. Duties and area of responsibility
  1. Assist the preparation of RFQ/ITT as requested by the Logistics/Procurement Officer.
  2. Assist the Bid Opening sessions and ensure the relevant analysis are done as per WHH Procurement Procedures.
  3. Ensure all supporting documents are submitted to the finance department for affecting the outstanding payments and carry out follow-ups.
  4. Ensure procurement activities are all in compliance with WHH procurement policy and donor requirements.
  5. Assist for controlling the overall fleet management of WHH and ensure that logistics policy is fully adhered.
  6. Collect fuel bills from the suppliers and support the logistics/Procurement Officer the preparation of monthly fuel analysis.
  7. Collect the receive authorizations from the programme and file them accordingly.
  8. Ensure the travel authorizations for the field missions are timely submitted.
  9. Merge field missions where possible to ensure proper use of vehicle allocation.
  10. Assist the weekly travel plan preparation and inform to drivers to their respective missions.
  11. Ensure that field missions are aligned with travel plans and adjustments have been approved.
  12. Collect log sheets, waivers and documents from drivers and make sure that they are neat and well prepared.
  13. Contact drivers on daily bases for their whereabouts.
  14. Assist vehicle inspections, oil/filter replacements, track past maintenance and record them accordingly.
  15. Assist the follow up fuel and maintenance bills on monthly basis.
  16. Assist the vehicle maintenance tracker is up to date.
  17. Provide a robust filling system of logistics related documentations.
  18. Support any other logistical matter assigned by the supervisor.

  1. Knowledge/ Qualifications

1.1        Professional/ formal qualification

  • Bachelor’s degree in business administration, supply chain management, commerce, or related field.

1.2        Job-related professional experience

  • At least 2 years’ professional experience Logistics and Procurement in INGOs, Private companies or similar workplaces.
  • Experience in procurement, product specification, bid opening etc.
  • Excellent coordination and organizational skills, including ability to work under pressure.

1.3        Foreign language skills

Ability to communicate in English language both oral and written is a must.
