Background:

Loop is a global platform for people to safely share and hear feedback on humanitarian and development services in their communities: a free-to-use technology tool that enables people receiving aid to shape the type and quality of services that are funded and delivered. It was developed in 2020 and currently rolled-out in the Somalia, Ukraine, Philippines and Zambia. Loop is being hosted by the Centre for Peace and Democracy (CPD), which is implementing the Loop platform alongside its humanitarian programs. These include: Emergency Support for Drought and Conflict-Affected Vulnerable IDP and Host Communities.

In Somalia, Loop provides a platform where any affected person can provide feedback, at a time and location which suits them, on a device or via a social media app that they are already using, for free. The feedback is reviewed by a Moderator (based in the country of operation), translated, tagged according to thematic area and for other data points including age, gender and disability, and displayed on the Loop platform. Loop is innovative because it uses existing technology developed in the private sector, tailoring it for specific contexts and populations and integrating it into the architecture of the humanitarian and development system, ensuring it adds value to all key stakeholders. Loop is available to all, all the time and is not project or organisation specific. The goal of Loop is to facilitate feedback and enable voices of affected populations reach decision-makers.

The projects beneficiaries will be provided with a voice-free short code number 6464 to use as SMS and also as Voice interactive to help care for the people who are semi or illiterate. The SMS and Voice interactive is available in the two Somali dialects of Maay and Maxatiri.

Purpose of job

Under the general supervision of the Loop Managing Director, the Loop Project Manager will be responsible for coordinating LOOP activities in the Somalia. The Loop Project Manager will supervise the work of the two moderators. He/she will coordinate and work closely with the national coordination

Clusters, CEA tasks force, Somalia NGO Consortium, NEXUS and other networks to foster wide usage of the system in Somalia Humanitarians and developmental sectors.

Main duties

The LOOP Project Manager will have the following tasks i-n relation to other LOOP team members:

1. Design and implement Loop activities in collaboration with Programme ICT Specialist ICT and Programme Communications Specialist
2. Work collaboratively with partner organisations to ensure communications, Loop generated knowledge, engagement with organisations and local people and learning and ICT are aligned and help to advance Loop
3. Manage and ensure a positive experience for people already using Loop
4. Check and confirm people registering to the website (emails etc)
5. Approve or reject stories and replies according to protocols, add tags where possible and make suggestions for improving the protocols based on experience
6. Identify the right people to see the stories submitted and share it with them, encouraging them to respond on Loop.
7. Oversee the Moderation of the feedback received in the system where they are transcribed and translated and replied.
8. Flag or fix possible translation errors.
9. Support the updating of translation of key terms and translate.
10. Ensure a safe and productive experience for people submitting complaints of SEAH reports
11. Forward SEAH reports based on protocols
12. Advise the case manager on local ethical considerations, actors, services for survivors etc
13. Case manage and follow up on protection stories where they remain at the country level
14. Liaise with key actors and be familiar with local legal requirements related to reporting of complaints
15. Report on statistics, trends and improve SOPs in relation to this area, through experience.
16. Identify ways to improve the Loop service for people who may want to report an abuse, make a serious allegation etc.
17. Encourage more people to use Loop
18. Attend coordination meetings of groups which may be interested in using Loop
19. Brief authorities, CSOs, NGOs, movements, donors and others who may get value from the platform
20. Give presentations and briefings about Loop
21. Support the designing and development of communications materials appropriate to the organisation or group of people.
22. Identify ways to improve the Loop service for key stakeholders
23. Identify ways for more marginalised populations # to use Loop safely (may involve translation, pictorial approaches, trust building, advocating for development of certain tech solutions etc)
24. Manage feedback and profile pages for organisations
25. Do field trips to promote the use of Loop with partner organsations where needed
26. Liaise, document and share learning internally and with all partner organisations involved
27. Liaise with telecoms providers in country, if necessary
28. Lead on thinking around building a global feedback community
29. Be an active, positive member of a dispersed global team increasing open and transparent feedback to improve services globally, through the Loop platform
30. Develop and improve appropriate policies and systems
31. Other projects as self-identified or identified by the network and agreed internally
32. Manage the Loop shared folder system
33. Lead any design or prototyping processes taking place in country to grow and improve the service
34. Analyse data on Loop to identify what other groups might benefit from Loop. Initiates ways to introduce them to Loop and enable usage.
35. Support in unlocking and raising funds to cover the costs of CPD running Loop in Somalia
