1. Background

The Ministry of Finance Development derives its mandate from the Constitution of Somaliland, which provides for proper budgetary and expenditure management of the government financial resources. It also has a responsibility for ensuring that systems are in place for efficient monitoring and reporting of all Government’s transactions. The ministry vision is to be a catalyst institution that promotes sustainable financial management and economic development. Whereas its  mission is to improve and mobilize revenue collection; set the country’s macroeconomic and fiscal policy management; and formulate efficient policies for public resource accountability, transparency and long-term sustainable development.

Consistent with its National Development Plans, the Government of Somaliland (GoSL) is in the process of reviewing its revenue laws, regulations and procedures and undertaking reforms and modernization efforts to ensure enhanced efficiency and optimal productivity. Therefore, the Ministry of Finance requires the services of a technical adviser in Macroeconomic and Statistical Department.

The department mission is gauging the macroeconomic status of the country to formulate the fiscal and monetary policies to set the country on sustainable economic development path. Whereas the department’s mandate is:

• To collect primary and secondary macroeconomic data for policy formulation,
• To formulate sound economic and fiscal policies that mobilize internal and external financial resources for public expenditure,
• To enhance national economic stability, by focusing on socio-economic development as a tool of poverty reduction,
• To provide realistic revenue forecasts, since the budget being the most compelling instrument of the government for carrying out its policies.

The Country needs to develop a macroeconomic and fiscal framework. This is necessary for improving the predictability and reliability of revenue and expenditure forecasts based on government economic policies. In addition, macroeconomics and statistical capacity of the department must be improved to ensure a more efficient of resources use and management of public resources and to be able to conduct macroeconomic analysis and forecasting.

Finally, to complete the primary strategy of PFM Policy as well as PFM acts, Somaliland needs to;

1. Establish a macroeconomic model to provide both short-term and medium-term forecasts
2. Improve the current macroeconomic database and core economic indicators/data.

Establishment of macroeconomic models and source of economic indicators will provide reliable preparation of a 3-year fiscal framework of aggregate macroeconomic projections consistence with vision of 2030. In addition, a macro fiscal framework is important for the successful implementation of the National Development Plans and in pursuing medium term fiscal and monetary policies that ensure stability and induce strong private sector growth.

1. Objective (s) of the Assignment

The main objective of this consultancy is to hire an expert Macro-economic Technical Advisor – Economist to articulate and formulate a macroeconomic and fiscal model for forecasting and decision purposes.  The specific objectives of this assignment are;

1. To articulate, formulate and structure, a macro-fiscal forecasting models. The models are needed to integrate all the segments of the national economy (real economy, fiscal, financial and external sector).
2. To provide all macroeconomic modelling information for development of the macroeconomic models manual and database.

• To build the technical capabilities of the Macroeconomics and Statistics Department staff.

1. General Scope of the Assignment/Work

The scope of the consultancy assignments includes:

• Conducting Institutional, human resources (training) and technical needs assessment of the Macroeconomic and Statistic Department;
• Formulating a Framework or an Action Plan to achieve gaps and weakness identified in these assessments;
• Designing and constructing the macro-fiscal forecasting models for the Somaliland economy;
• Providing technical support to national data collections and analysis institutions to improve the scope and the quality of data collected;
• Providing technical support to improve the forecasting of key macroeconomic indicators and fiscal indicators along with the underlying assumption;
• Providing technical assistance to MoFD capacity to conduct macro-economic sensitivity analysis;
• Providing technical support to the MoFD capacity to develop and implement credible Macro-fiscal strategy or framework;
• Providing technical support to the MoFD capacity to develop and assess the fiscal impact of revenue and expenditure policy proposals;
• Identifying the data input and the manual/database that would be used to solve various model’s equations and would improve data storage;
• Identifying the uses of different deflators for different type of variables, within the overall model’s framework;
• Preparing macroeconomics developmental policies (Tax, Fiscal, Monetary, Debt Policies etc.) and conducting needed economic baseline surveys;
• Obtaining, organizing, cleaning and structuring data to complete macroeconomic indicators manual/database development, with a   substantive   and statistically viable size of observations (number of time series/historical years), as well as handling higher degree of statistical reliability and efficiency;
• Providing technical training of the macroeconomic modelling and macroeconomic framework including forecasting and scenario analysis;
• Building technical capacity of the Macroeconomic and statistical department staff

1. Qualification Requirements.

The consultant should have the following qualifications and experience to carry out the assignment.

1. MA in Economics; PhD in Economics is preferred
2. At least 7-10 years’ experience in macroeconomic analysis and public financial management;
3. Demonstrated experience developing Excel-based macroeconomic projection tools and for governments;
4. Training and facilitation experience in macroeconomic projection;
5. Experience working in Sub-Saharan Africa;
6. Fluency in English and communication skills;
7. Ability to proactively seek and recommend sound policy initiatives;
8. Demonstrated ability to transfer skills and knowledge to others.

1. Reporting and other Deliverables

The Technical Advisor will report to the Director General Ministry of Finance and the Director of Macroeconomic and Statistics.

1. Duration of the Assignment

The assignment is expected to take 12 months with possibility of extension, depending on the performance evaluation of the TA.

1. Location of the Assignment

The duty station is Hargeisa, Somaliland, the Ministry of Finance shall provide the technical Assistant with a suitable office space and internet services.
