Job Description:

Design, Monitoring & Evaluation Coordinator

The Role:

The Design Monitoring and Evaluation (DM&E) Coordinator will provide overall technical monitoring and evaluation support to all the projects in South West State and Jubaland. The position holder will closely work with the project managers to set, monitor and evaluate project performance targets in line with project objectives and to ensure that they are achieved.

Key Responsibilities:

Provide effective, innovative and strategic leadership of Design Monitoring, Evaluation and Accountability for all the projects in the region. Design and manage the implementation of program and project M&E plans in alignment with the World Vision DME Learning through Evaluation and Accountability Planning (LEAP) framework and Humanitarian Accountability Standards. Coordinate as well as participate in assessments, analysis and dissemination of reports as per the agreed project guidelines. In addition, ensure timely and quality project reports are submitted by the project teams in agreed format and are in line with donor reporting requirements. Ensure projects carry out routine activity monitoring for compliance as well as outcome monitoring of project results for all the running projects. Ensure DME and program accountability strengthening for staff and community structures are undertaken. Coordinate research activities in line with World Vision research agenda. Ensure that an appropriate humanitarian accountability mechanism is established for projects implemented in the region. Ensure that M&E capacity development and awareness among relevant World Vision staff and key stakeholders is enhanced.

Essentials:

A minimum of a university degree in Social Sciences, Statistics, Community Development, Development Studies, Local Government or any related field. Technical training qualifications required: Analysis using qualitative and/ quantitative methods including use of participatory methods and tools for planning, monitoring & evaluation. Professional technical skill desired: Knowledge of the SPHERE standards, Humanitarian Accountability Partnerships; other international humanitarian standards and other capacity building skills. Minimum of 4 year’s work experience in community-based programming, local government or work with NGOs or humanitarian agencies, of which at least three years must be in monitoring & evaluation. Computer literacy is required and must demonstrate very good working knowledge of MS Word, Excel, Power point, statistical packages as SPSS, KOBO, NIVO. Ability to work in and contribute to team building environment

Working Environment:

The position will be based in Baidoa.
