  1. Background

Building on the experiences of the Water for Agro-Pastoralist Livelihoods Pilot Project (WALP) and Biyoole I implemented by government contributing to the National Development Plan, the Ministry of Planning, Investments and Economic Development is implementing the Somalia Water for Rural Resilience Project ‘Barwaaqo’ Project. The objective of the Barwaaqo project is to develop water, agriculture, and environmental services for rural communities in Somalia’s drylands and is a five-year project. The project is framed around four components: (1) Development of Agriculture and Livestock Services around Water Points, (2) Development of Agriculture and Livestock Services around Water Points, (3) Component 3: Development of Environmental Catchment Services in Project Areas, (4) Project Management, Community Development and Enhancing Livelihoods Planning.

Hirshabelle State of Somalia is establishing a core multi sectorial Project Implementation Unit (PIU) coordinated by the Ministry of Planning and implemented by the Ministries of Water, Livestock, Agriculture and Environment. The role of the PIU is to support the management, coordination, implementation and monitoring and evaluation of project activities. The PIU will be staffed with the following positions: – Project Coordinator, Finance Management Specialist, Procurement Specialist, Safeguards Specialist, M&E Specialist, Water Engineer, Environment Specialist, Agriculture Specialist and Livestock Specialists.

  1. Scope of Work and Responsibilities 

Reporting to the Project coordinator the Monitoring and Evaluation Specialist (MES) will be responsible for overall Monitoring and Evaluation and learning of the Project. This will include monitoring the physical and financial progress of the Project. In addition, the MES shall be responsible for managing the Project’s overall Monitoring and Evaluation Framework to ensure that the Project is on track to meeting its development objectives, its expected outputs and outcomes and it intended beneficiaries. The MES will work in close consultation and coordination with the Project Coordinator, the Financial Officer, Technical Specialists and the World Bank Task Team.

Results based M&E will follow a methodology for measuring and monitoring results, as well as for review. The baseline for measuring results under the project will be conducted within six months of appraisal; responsibility will rest with the PIU complemented by close Bank support. A results framework and monitoring matrix to track inputs, outputs, and outcomes has been developed for the project with intermediate and key performance indicators. Project implementation progress will be monitored continuously, and outputs and outcomes will be reviewed during project supervision to evaluate progress using data compiled by the PIU.

M&E will measure individual project performance according to results framework targets and provide quarterly activity reports, targeting both the management of contractors as well as external stakeholders. Baseline, mid-term and annual beneficiary surveys to measure who and to what extent people benefit from the infrastructure and services as well as how it affects their lives in both social and economic terms, a mid term survey and an end-line survey, and final implementation completion report will be completed.

The overall responsibility of the Monitoring and Evaluation Specialist is to establish an M&E system and improve the monitoring and reporting in the project across all components to ensure that the expected project development objectives are being achieved. More specifically,

  1. The proposed duration for the assignment is twelve (12) calendar months from the start date.

Skills and Qualifications

  1. Selection Criteria
  • Master’s Degree Business or Public Administrations, Accounting and Financial Management, international development, international relations, statistics and/or related fields
  • Minimum of at least 5 years of experience with development projects overall, preferably in Somalia; of which at least five years should be on planning, monitoring and evaluation of development projects
  • Experience in monitoring and evaluation in an international agency is preferred;
  • Practical Experience on Management Information System (MIS)
  • Experience in designing and implementation of results management and monitoring and evaluation systems, data collection and analysis, results reporting;
  • Fluency in English;
  • Good analytical and technical report writing skills
  • Excellent communication skills: speaking, writing, and listening;
  • Excellent computer skills including Microsoft Office tools (Word, Excel, and PowerPoint) and Internet;
  • Experience with managing a databases system and software is desired.
