Established in 1951, IOM is a Related Organization of the United Nations, and as the leading UN agency in the field of migration, works closely with governmental, intergovernmental and non-governmental partners. IOM is dedicated to promoting humane and orderly migration for the benefit of all. It does so by providing services and advice to governments and migrants.

Context:

Somalia continues to face complex humanitarian challenges, necessitating effective monitoring, evaluation, accountability, and learning (MEAL) systems within the International Organization for Migration (IOM). MEAL is crucial for enhancing program quality, evidence-based decision-making, and adaptive management within the Emergency and Post-Crisis (EPC) pillar. The Somali context presents specific MEAL challenges, including limited data availability, security concerns, and diverse cultural and linguistic contexts that require tailored approaches.

The MEAL Coordinator (EPC), under the direct supervision of the Senior Programme Coordinator (EPC), and overall supervision of the Chief of Mission, will lead the development and implementation of MEAL frameworks, systems, and processes within the EPC pillar in Somalia. The MEAL Coordinator (EPC) will ensure the effective monitoring, evaluation, accountability, and learning of programs, addressing the specific challenges and needs of the Somali context.

Core Functions / Responsibilities:

  1. Develop and implement context-specific MEAL frameworks, systems, and processes that address the unique challenges in Somalia. Ensure alignment with IOM guidelines, international standards, and local MEAL frameworks.
  2. Design and implement data collection methodologies that are sensitive to cultural and linguistic diversity. Promote participatory approaches and methodologies, engaging affected populations in MEAL processes to ensure their voices and perspectives are captured.
  3. Strengthen accountability mechanisms, including feedback and complaints mechanisms, to address the specific needs and expectations of affected populations in Somalia.
  4. Support the utilization of technology, where feasible, to enhance data collection, analysis, and reporting, considering the limited infrastructure and connectivity challenges in Somalia.
  5. Lead the design and implementation of contextually appropriate monitoring and evaluation plans for EPC programs. Develop robust data collection and analysis systems to measure program performance, outcomes, and impact.
  6. Analyze data and produce high-quality reports that highlight key findings, trends, and recommendations for program improvement. Ensure that evaluation findings and lessons learned are utilized to inform adaptive management and decision-making.
  7. Strengthen the capacity of program teams and partners in conducting participatory monitoring and evaluation exercises, using culturally sensitive and gender-responsive approaches.
  8. Promote a culture of learning and knowledge sharing within the EPC pillar in Somalia. Ensure the documentation and dissemination of lessons learned, good practices, and innovative approaches.
  9. Ensure the development and implementation of learning initiatives, including case studies, success stories, and reflection exercises. Ensure that knowledge products and resources are accessible and widely shared within IOM and with external stakeholders in Somalia.
  10. Facilitate capacity-building initiatives on MEAL for EPC program staff and partners, ensuring they have the necessary skills and knowledge to effectively implement MEAL activities in the Somali context.
  11. Foster coordination and collaboration with relevant stakeholders, including government authorities, UN agencies, NGOs, and implementing partners, to enhance MEAL practices in Somalia. Participate in MEAL-related coordination mechanisms, working groups, and networks.
  12. Collaborate with program managers and coordinators to ensure the integration of MEAL findings and recommendations into program planning, implementation, and reporting.
  13. Align MEAL activities with national and sectoral MEAL frameworks, ensuring harmonization and synergy. Seek opportunities for collaboration and joint learning to strengthen the overall MEAL capacity in Somalia.
  14. Perform such other duties as may be assigned.

Required Qualifications and Experience:

Education

  • Master’s degree in Social Sciences, Development Studies, Statistics, or a related field from an accredited academic institution with five years of relevant professional experience; or
  • University degree in the above fields with seven years of relevant professional experience.

Experience

  • Experience in emergency settings and complex environments:
  • Experience in MEAL, preferably in humanitarian or development settings, with a focus on Somalia or similar contexts.
  • Demonstrated experience in designing and implementing MEAL systems, including monitoring, evaluation, accountability, and learning components, within resource-constrained settings.
  • Proficiency in data collection, analysis, and reporting methodologies, using both traditional and innovative approaches. Experience with digital data collection tools is desirable.
  • Familiarity with humanitarian standards and guidelines, including Sphere and CoreHumanitarian Standards, tailored to the Somali context.

Skills

  • Strong knowledge and understanding of MEAL principles, frameworks, and best practices, adapting to the specific challenges of the Somali context.
  • Knowledge of participatory approaches and methodologies for engaging diverse populations, including cultural and linguistic sensitivity.
  • Proven coordination, collaboration, and stakeholder engagement skills, including working with government authorities, UN agencies, NGOs, and community-based organizations Excellent leadership, coordination and information management skills.
  • Sound judgment, ability to extract, interpret, analyse and format data and make decision rapidly to resolve operational problems.
  • Capacity to work effectively in high-pressure, rapidly changing environment
  • Solid computer skills, including proficiency in MS Office package (Excel, PowerPoint, Outlook).

Languages

IOM’s official languages are English, French, and Spanish.

For this position, fluency in English is required (oral and written). Working knowledge of Somali is an advantage.

Proficiency of language(s) required will be specifically evaluated during the selection process, which may include written and/or oral assessments.
