HOD operates in South Central Somalia, Jubaland, Galmudug and Puntland state of Somalia. Its top priority is to create an environment that is conductive to sustainable development by helping communities to secure peace, sustainable development and attain self-reliance

POSITION SUMMARY

The MEAL coordinator will provide essential support to Himilo Organization for Development (HOD) programs by supporting leadership and management, roll out MEAL system and building capacity at the field to deliver projects outcomes commensurate with himilo minimum operating standards. He/she will play effective role in building M&E systems and staff capacity to ensure himilo programs are of high quality to beneficiaries and donors, while institutionalizing learning for the purpose of program improvement.

PRIMARY DUTIES AND RESPONSIBILITIES

Management and leadership

  • Provide overall supervision and leadership on the meal functions and strategy delivery at field office level
  • Prove supervision, mentorship and professional development to MEAL staff in the field so that staff have the required skills to undertake their roles effectively
  • Ensure MEAL evidences such as project performance trackers are used for all himilo projects

MEAL System development and management

  • Undertake responsibility for the roll out of the meal system for various Himilo field offices
  • Ensure MEAL team and field project staff understand the various steps and tools for the MEAL system and its consistent use across projects
  • Ensure use of quality benchmarks as part of day to day implementations and monitoring practices
  • Ensure functional accountability mechanisms are in place as the four pillar of accountability (information sharing, participation, establishing and implementing compliant and feedback mechanism (CFM) and staff capacity building.
  • Ensure regular monitoring reports are received and communicated effectively to relevant line managers
  • Ensure periodic reports are as per the standard quality, standard template, time frame and communicated accordingly

Learning and knowledge management

  • Lead the implementation of learning and knowledge management framework and support its functional system and capacity in the field offices
  • Support programs in the identification of learning objectives and evidence gaps in close consultation with the program team facilitate in generating, storing and sharing of knowledge mostly change story, meta-analysis and evaluation summary reports
  • Ensure utilization of learning and knowledge generated in decision-making and program improvement by maintaining up to date field office action tracker and monitor the utilization and application

Technical support and capacity building

  • Undertake continuous staff capacity assessment and develop capacity building plans
  • Set standard and agreed performance objectives for all direct reports
  • Conduct at least one to one monitoring meetings and have documents as evidence
  • Conduct midterm performance review at midyear for direct reports

Program design, research, evaluation, assessment and other studies

  • Ensure evaluations are undertaken as per the threshold and field officers maintains up-to date evaluation trackers to monitor delivery and action planning
  • Lead/ participate in project/program baseline, evaluation, research and assessment activities in his/her areas of jurisdiction

 

Skills and Qualifications

QUALIFICATIONS AND EXPERIENCE

  • Holders of university degree in areas of statistics, economics, social science or equivalent
  • Minimum of three years NGO management experience in MEAL role in both emergency and Development context
  • Experience in rolling out and managing MEAL systems and of working on all aspects of MEAL
  • Demonstrated commitment to building staff capacity, skills in training and capacity building
  • Experience of solving complex issues through analysis, definition of a clear way forward and ensuring buy in.

Skills and abilities

  • Highly developed interpersonal and communication skills including influencing negotiation and coaching
  • Highly developed cultural awareness and ability to work well in an environment with people from diverse backgrounds and cultures
  • Strong result orientation, with the ability to challenge existing mindsets
  • Ability to present complex information in succinct and compelling manner
  • Fluency in English and Somali language both in verbal and written is an asset
