COOPI in Somalia

COOPI has been active with its humanitarian and resilience programs in Somalia since 1984. COOPI has been implementing emergency and long-term resilience building projects including food security & livelihoods, water and sanitation and health, to improve the living conditions of thousands of vulnerable families.

COOPI has been providing response and supporting the most basic and pressing needs of communities in Southwest State, South Central, Banadir, Jubaland and Somaliland. COOPI has a long-standing presence in those locations providing both emergency humanitarian support and building resilient livelihoods through a multi-sectoral approach with specific focus on crisis affected populations. COOPI’s main operational and coordination offices are located in Mogadishu, Baidoa and Dollow. COOPI also has a support and regional office in Nairobi.

Main responsibilities

The Monitoring, Evaluation, Accountability and Learning (MEAL) Manager will be responsible for ensuring high quality MEAL across COOPI Somalia, including capacity building of program (national) staff. He will also provide crucial operational and follow up support for all MEAL needs in all projects. The MEAL Manager will work under the direct supervision of the Program Cooedinator and in liaison with the Project Managers.

He/she will be responsible to;

COOPI Somalia MEAL sector development

  • Support in the development of COOPI Somalia MEAL systems in compliance with COOPI’s MEAL Policies and Procedures, project management standards and donors’ MEAL and reporting requirements and their roll out to the field staff;
  • Set up simple systems to manage information generated by MEAL activities (databases, beneficiary lists, etc.).
  • Support HQ led new MEALY system adaptation and roll out in collaboration with HQ MEAL team, Regional Programs team and Project Managers

MEAL implementation

  • Collaborate with program staff on the implementation of all MEAL plans including data collection, data cleaning, data analysis, learning mechanisms and data management;
  • Coordinate and manage Baseline Surveys, Needs Assessments, KAP Surveys, Post Distribution Monitoring, and End Line surveys in coordination with program and support staff;
  • Support planning, implementation and follow-up of evaluations, including preparing TORs, literature review packs, recruiting evaluators, planning evaluator itineraries, planning staff workshops, leading report review.
  • Collect information and data on food security, WASH, livelihoods and Cash transfer activities at district level through surveys, assessments and regular post distribution monitoring of beneficiary households
  • Collect information to ensure that the surveillance of the cash transfer situation in the area of implementation of the program is achieving the expected result.
  • Support the M&E team in analysis of beneficiary data collection through the various tools that the department uses
  • Participate in the registration and distribution of beneficiary ID cards and / vouchers,
  • Support the preparation of documentation required for the implementation of field activities

Accountability

  • Support programme staff to incorporate participatory methods into community level M&E systems and tools;
  • Orient program staff and partners on the basic principles and practices of beneficiary accountability;
  • Guide program staffs to ensure that they consult with male and female (all members) beneficiaries to define indicators for project success;
  • Ensure that beneficiary feedback is adequately documented, addressed, analyzed, and utilized by program teams

Learning

  • Ensure that program teams regularly review and accordingly adjust MEAL plans and tools in the light of changes and needs in the field context;
  • Ensure that Project Manager are fully oriented on COOPI new MEALY system and update the monthly MEAL report online
  • Support learning-to-action events to document and incorporate lessons learned into program design and implementation.

 

Program Development

  • Contributing to proposal writing and review to ensure MEAL activities and costs are adequately covered

Capacity Development·      Assist the PMs, MEAL Assistants and data clerks and provide trainings on monitoring and evaluation that include sampling, data collection, data cleaning, analysis and reporting guidelines to all program staff.  Coach MEAL Assistants, data entry clerks and project officers on MEAL.

Coordination

  • Work with COOPI Consortium partners MEAL teams and COOPI program teams to ensure COOPI information on program activities is shared within district and provide for beneficiary feedback in line with relevant guidelines and frameworks.
  • Collaborate with government and humanitarian partners to ensure the smooth sharing of information in consultation with the Project Manager/Field Officer/Program Coordinator.
  • Participate in COOPI Somalia monthly coordination and technical project meetings.

Skills and Qualifications

Requirements (education required, years of experience, technical skills, soft skills)

ESSENTIAL

  • University (Bachelor’s & preferably Master’s) degree in the field to Statistics, Sociology, Social sciences, International development , Political sciences or related field;
  • Minimum of 5 years of work experience working with NGO on project management related roles among which 2 years of experience should be on MEAL responsibilities;
  • Experience and knowledge of monitoring, evaluation and needs/impact assessment methods;

DESIRED

  • Excellent verbal and written skills AND good written and spoken English.
  • Experience in report writing with excellent communication, writing and analytical skills.
  • Familiar with the context in Somalia
  • Familiarity with beneficiary accountability mechanisms;
  • Proficiency in database development/management, and skills in analyzing, interpreting and communicating data;
  • Experience in conducting assessments, PDMs and surveys;
  • Skills and knowledge in Accountability, PSEA and beneficiaries’ complaint and feedback mechanisms.
  • Skills in designing and implementing information management and performance measurement frameworks;
  • Strong interpersonal and organizational skills, and ability to work under pressure;
  • Proven analytical and problem-solving skills;
  • Strong computer proficiency, particularly with Microsoft Excel, Access, World, Statistical application including SPSS, Mobile data collection applications, etc.
  • Willing and able to be based and travel regularly within remote areas, where services are limited
