Job Title:                   MEAL Officer

Job Location:           Mogadishu but travels to SPL Regional Offices

Grade:                       

Contract:                    One year with a possible extension

Work Permit:              this a local position, only Somalis can apply who don’t need work permit

Reports to:                 Operation Manager

Introduction:

SPL is a non-profit and non-governmental local organization, established to contribute towards bringing lasting and sustainable peace, advocate for human rights of disadvantage groups, capacity building, social harmony and good governance.  Somali Peace Line was founded in 1995, following the second International Congress of Somali Studies in Paris, France that looked at the “Culture of Peace in Somalia. SPL is committed to empowering the Somali Society to solve its internal problems through peaceful dialogue. SPL is a key member   organization   of   the   Somali   civil   society   organizations    and  is  continually acknowledged and appreciated by its partners for its tireless commitment and collaboration in the cause of social change.

Job Purpose:

Somali Peace Line is seeking a skilled and qualified  MEAL Officer who  will be responsible for supporting the development and implementation of the organization’s monitoring and evaluation systems to ensure the quality and effectiveness of our programs. The MEAL Officer will also support the organization’s accountability and learning efforts to ensure that our programs remain relevant and effective.

Duties and Responsibilities:

The MEAL  Officer’s key responsibilities will include:

  • Develop and implement monitoring and evaluation plans for all programs
  • Collect and analyze data on program activities to measure progress and outcomes
  • Develop and manage a database of program information and data
  • Prepare regular reports on program progress and outcomes
  • Support the development and implementation of feedback and complaint mechanisms for program beneficiaries
  • Support the organization’s learning initiatives by facilitating internal learning events and sharing best practices with staff
  • Efficient and effective data collection, storage, and analysis.
  • Technical support to the organization’s staff in data analysis, interpretation, and reporting.
  • Contribution to the development and implementation of a feedback and complaints mechanism that ensures the organization is accountable to its stakeholders.
  • Conducting periodic evaluations of its programs and projects, including baseline, mid-term, and end-line evaluations.
  • Participation in the design and implementation of capacity building activities for the organization’s staff on MEAL concepts, tools, and techniques.
  • Support the development of new program proposals by providing technical input on monitoring and evaluation

Skills and Qualifications

  • Bachelor’s degree in a relevant field (e.g. social sciences, development studies, statistics)
  • Minimum of 3 years of experience in monitoring, evaluation, accountability and learning, preferably in the development or NGO sector
  • Strong understanding of monitoring and evaluation methodologies and tools
  • Experience in data collection, management, and analysis
  • Excellent report writing and communication skills
  • Strong analytical skills and attention to detail
  • Ability to work independently and as part of a team
  • Demonstrated commitment to gender equality, child protection, and human rights

Terms and Conditions

The position is full-time. This is a full-time position with a probation period of three months. The contract will be for one year with the possibility of extension based on the performance of the incumbent and availability of funding.
