Fulltime / 40 hours a week
Contract length: 6 Month with possibility of extension
Location: Mogadishu , Somalia with frequently travel to field
TEAM PURPOSE: Oxfam programme quality team work towards ensuring that quality monitoring, evaluation, accountability, and learning is implemented in programmes and projects , in line with relevant Oxfam standards and global best practice. The team ensures that MEAL findings inform and contribute to the continuous improvement of Oxfam’s interventions.
JOB PURPOSE: To support the delivery of Monitoring, Evaluation, Accountability & Learning (MEAL) strategy, policy, and practice, build the capacity of staff in their analysis and dissemination of data, and coordinate information management and reporting systems. Support the PQC in implementing the MEAL framework ensuring achievement of MEAL standards and program quality. The MEAL Officer contributes to ensuring that partner organisations adopt a systematic approach to MEAL, and that are able to effectively track outputs and outcomes and manage and use data effectively.
KEY RESPONSIBILITIES : Monitoring
- Working with both Oxfam and partner MEAL teams, assist the regular monitoring and evaluation of programs, and collaborate closely with community people, implementing partners, and beneficiaries to enhance project outcomes.
- Conduct frequent project monitoring and technical support visits to check progress against approved partner DIPs. S/he will conduct monthly, quarterly monitoring and evaluation facility and field visits.
- Contribute to timely and quality reporting on Oxfam projects in all covered partner locations of the projects, demonstrating accountability and learning.
- Develop and build connections with local partner organizations, target populations, and local authorities.
Implementation of MEAL/PQ systems in accordance with Oxfam standards:
- Support in the development of tools for planning, monitoring, evaluation, learning, accountability, and reporting in line with Oxfam minimum requirement.
- Conduct regular monitoring and capture output level indicators of Oxfam’s work for both direct and partners implemented.
- To ensure that all processes, methodologies, and tools are gender sensitive and capture gender transformative changes.
- To monitor implementation of systems, processes and tools ensuring quality and consistency in MEAL and reporting.
- Collect best practices and case studies which demonstrate qualitative and quantitative changes for knowledge management.
- Perform analysis of quantitative and qualitative data, draft reports presenting the results of the analysis, and share the findings in an appropriate format.
- Report/alert to project team on regular basis on any anticipated project issues, risks and any emerging opportunities and threats to the project implementation, related to this role.
Capacity building of Oxfam partners in MEAL
- With the support of PQC provide technical assistance to support partner to improve monitoring, evaluation, accountability and learning systems and processes, in particular in the collection of quantitative & qualitative information from various sources.
- Systematically check data for quality, accuracy, and consistency, and providing feedback as necessary
- To provide technical assistance to support partner in data management, beneficiary verifications, etc.
- Provide technical assistance for capacity building of partners as appropriate
- Ensure all MEAL-related data and files are properly organized and stored.
Provide collation and analysis of partner MEAL data

- Support the capacity building of partners programme teams to implement MEAL and reporting.
- Support collation, analysis and presentation of MEAL information from partners and Oxfam;
- Conduct quality checks on MEAL data received from partners and project staff and look into inconsistencies.
- To compile project monitoring data into overall reports reflecting activities, outputs, and outcomes to guide management decision making and share learning.
- Support monitoring reviews and learning
SKILLS AND COMPETENCIES
Essential
- Strong commitment to the aims and objectives of Oxfam, including to gender equality and social justice
- At least 3 – 4 years’ experience of work in humanitarian or development context projects with Monitoring, Evaluation, Accountability and Learning skills.
- Experience of gathering, analysing, and presenting quantitative and qualitative data
- Experience of using participatory approaches in projects
- Fluent in written and spoken English
- Proven ability to work effectively with – humanitarian emergencies
- Strong interpersonal skills
- Excellent facilitation and training skills
- Good organisational and coordination skills, with the ability to organise a substantial workload comprised of complex, diverse tasks, and responsibilities
- Proven knowledge of computerised systems; high degree of computer literacy and word processing and spreadsheet/Excel skills.
- Proven knowledge of mobile data collection systems such as Mobenzi, Kobo collect/ODK, etc.
- Ability to work under pressure, ability to prioritize and commitment to meet deadlines.
- Potential and flexibility of attitude to learn.
