Project Background
Somaliland/Somalia has experienced three straight seasons of below-average rainfall, and is on the verge of experiencing a fourth underperforming harvest season in the forthcoming April-to-June 2022 Gu rainy season. Over 4.5 million people are currently affected by the drought a upward increase from the 3.2 million in December, 2021.
The devastating impact of the drought, combined with insecurity and recurring climatic and other shocks, including riverine and flash floods, desert locusts and the COVID-19 pandemic, has exacerbated the already precarious situation in Somalia (UN OCHA Somalia drought situation report, no 3 January, 2022. The Humanitarian Needs Overview (HNO) and Humanitarian Response Plan (HRP) 2022 estimates that 7.7 million people will be in severe need of humanitarian assistance in 2022, an increase by 30% from the previous year.
According to the WASH Cluster, 2.6 Million people in Somalia are facing water shortages due to severe drought conditions in Somalia. Water scarcity and drought conditions have contributed to increased water prices leading to displacements, diarrhoea-related morbidity and malnutrition in many parts of Somalia. The current worst affected regions include Gedo, Bay, Bakol, Lower Jubba, Galgadud, Mudug and parts of Bari, Nugaal, Sool, Sanaag, Togdheer, and Hiraan regions.
In view of the above humanitarian crisis, Agricultural Development Organization (ADO) will respond through a WASH based intervention in Odweine District, Togdhere Region. Through this intervention, ADO aims to reach a total of 3,840 households (28,040 individuals). However ADO is looking for professionally confident, self-motivated, experienced and committed team player to fill the Meal Officer Position in Odwayne- Somaliland
PURPOSE:
To support the delivery of Monitoring, Evaluation, Accountability & Learning (MEAL) strategy, policy and practice by helping design programme monitoring systems, build the capacity of staff in their analysis and dissemination of data, and coordinate information management and reporting systems.
Also support the MEAL Manager in implementing the country MEAL framework ensuring achievement of ADO’s MEAL standards and program quality Support in the delivery of an effective Monitoring Evaluation Accountability and Learning function, play a key role in the expansion and improvement of the quality of ADO programmers in Somaliland to increase impact and enable positive change.
SCOPE:
The Monitoring, Evaluation, Accountability and Learning (MEAL) Officer is responsible to implement a functional MEAL system at field level. He/she provides support to the programmes and operations departments in designing, monitoring and evaluating the Project’ interventions.
Moreover, he/she works with the direct supervisor in the coordination and/or the implementation of projects’ baselines and evaluations, as well as the implementation of standardized MEAL processes and tools for all sectors at field level
Key Responsibilities
- Support the delivery of effective Programmes, in both development and humanitarian contexts, by: Supporting ADO staff and partner to develop and implement the Monitoring and Evaluation plans, accountability
- Update line management (Project Coordinator ) on program/projects progress level on quarterly basis for timely decision making and correction;
- Supporting and build capacity ADO staff and partners and in MEAL issues including rolling out required data collection tools/formats.
- Undertake routine data quality verification and quality program monitoring using program quality checklists,
- Compiling findings and sharing them with respective program teams
- Participating in the development of tools and guidelines for data collection, collation and reporting; managing a
- Organizational, program and project level data compilation for donor and country office reporting specifically indicator performance tracking
- Individual projects; systemically checking this data for quality, accuracy, and consistency, and providing feedback as necessary;
- Coordinate the sharing of learning related to M&E practices encouraging consideration of results both between and within sectorial teams,
- Designing situation analysis, needs and baseline/end line assessments, and providing support when internal/external reviews, evaluations, and lessons learned exercises have to be conducted;
- Maintaining a tracking spreadsheet for M&E activities and events – baselines, assessments, reviews,
- Evaluations – tracking trends and recommendations, progressing their implementation where appropriate
- Maintain Monthly Action Plan Tracker to follow up on action points agreed in monitoring reports
- Conduct data verification visits and collect beneficiary feedback through the different CRM mechanisms including interaction with beneficiaries,
- Channel the feedback to program teams and give feedback to beneficiary on actions taken regarding complaints.
- Share Accountability to Beneficiaries databases with program focal points (both program implementation and technical teams)
- Co-lead lessons learned events for projects with MEAL Officers and technical staff (preparation, facilitation and report writing)
- Implement any potential research studies at field level (data collection, cleaning…) – (based on Regional and Global strategic priorities for Evidence Building)
- Lead MEAL department to develop quarterly and annual MEAL reports that should clearly spell out recurrent issues, findings and successes from FMRs, evaluations and accountability to beneficiary system. ·
- Provide monthly summary of key findings and recommendations for ADO discussion to the Program and Executive Senior Management. ·
- Document deviations from the project designs and share the learning’s. and share case studies;
- Holds self-accountable for making decisions, managing resources efficiently, achieving and role modelling ADO values;
- Holds the team and partners accountable to deliver on their responsibilities – giving them the freedom to deliver in the best way they see fit, providing the necessary development to improve performance and applying appropriate consequences when results are not achieved;
- Sets ambitious and challenging goals for themselves (and their team), takes responsibility for their own personal development and encourages others to do the same;

- Provide capacity building training workshop for MEAL when needed for program and project staff;
Skills and Qualifications
- Education: Master’s Degree in Monitoring and Evaluation international development, international relations, , statistics, community development, or other relevant discipline is required
- Minimum four (4) years of experience in working in a relief or development NGO with a focus on MEAL processes
- Background of implementing effective M&E systems and/or accountability mechanisms in in humanitarian and developmental responses
- Demonstrable track-record in data tracking and evaluation, with the ability to support staff and partners on M&E methodology and analyze and disseminate information to a range of stakeholder audiences;
- Computer literacy, particularly in Spss,Word, Excel, and PowerPoint;
- Excellent planning, coordination, and reporting skills, with the ability to organize a substantial workload comprised of complex, diverse tasks and responsibilities;
- Strong communication and interpersonal skills in English, with experience working in multicultural, multi- location, values driven teams;
- Expert data handling skills (classification, categorizing, tabulation etc.) and demonstrates diligence in data management;
- Good knowledge of information presentation techniques (graphing, charting, tabling etc.) and interpreting them;
- Information dissemination skills is required;
- Good knowledge of and experience with humanitarian guidelines and principles;
- Ability to work effectively under pressure;
- Organization, planning, and time management skills;
- Detailed oriented and able to verify data quality;
- Stays open to internal and external feedback;
- Good contextual knowledge of local community and social/cultural constraints, realities and organizational relationships;
- Ability to understand, explain and contextualize MEAL tools;
The position requires availability and willingness to work outside regular office hours occasionally
