Oxfam’s work in Somalia and Somaliland covers both humanitarian and development spheres, with most programming delivered in Hargeisa and eastern Somaliland, both directly and with partners. The humanitarian component focuses on delivery of water, sanitation and hygiene (WASH), food security (particularly cash grants) and protection, in response to persistent, intense drought that has decimated livelihoods – primarily pastoralism, and caused mass displacement. The development component focuses on women and youth empowerment, economic inclusion, influence in decision-making and access to justice, primarily through three multi-year programmes.

The Role
Oxfam in Somalia and Somaliland is looking for competent candidate to join our dynamic, innovative and committed team for the position of Gender & Youth technical Transformation Advisor –
Purpose of the position:
To support the delivery of Monitoring, Evaluation, Accountability & Learning (MEAL) strategy, policy, and practice, build the capacity of staff in their analysis and dissemination of data, and coordinate
information management and reporting systems. Support the MEAL Coordinator in implementing the MEAL framework ensuring achievement of MEAL standards and program quality. The Puntland MEAL Officer contributes to ensuring that partner organisations adopt a systematic approach to MEAL, and that are able to effectively track outputs and outcomes and manage and use data effectively.
SKILLS AND COMPETENCIES
Essential
- Bachelor degree from any of the following fields; Accounting, statistics, Monitoring and evaluation or any other relevant social science degree
- Strong commitment to the aims and objectives of Oxfam, including to gender equality and social justice
- At least 3 years’ experience of work in humanitarian or development context projects with Monitoring, Evaluation, Accountability and Learning skills.
- Experience of gathering, analysing, and presenting quantitative and qualitative data
- Experience of using participatory approaches in projects
- Fluent in written and spoken English
- Proven ability to work effectively with – humanitarian emergencies
- Strong interpersonal skills
- Excellent facilitation and training skills
- Good organisational and coordination skills, with the ability to organise a substantial workload comprised of complex, diverse tasks, and responsibilities
- Proven knowledge of computerised systems; high degree of computer literacy and word processing and spreadsheet/Excel skills.
- Proven knowledge of mobile data collection systems such as Mobenzi, Kobo collect/ODK, etc.
- Ability to work under pressure, ability to prioritize and commitment to meet deadlines.
- Potential and flexibility of attitude to learn.
The position will be based in Garowe and will required Local resilience and also staff to be roving when necessary for programme implementation.
