About PHASE

Pragmatic Help Achieving Social Empowerment (PHASE) is a non-governmental, non-profit, and non-religious Continental organization founded in 2014 by a group of development professionals, volunteers, Diaspora, and well-wishers.

PHASE is fully registered and licensed to empower the most vulnerable, poor, and disadvantaged populations of remote Districts, Villages, and slum areas in Somalia, Kenya, Uganda, South Sudan, and Ethiopia. Our comprehensive programming covers health, nutrition, protection, WASH, education, livelihood opportunities, income generation, and emergency responses. We are also actively engaged in the promotion of peace & human rights, good governance, environmental protection, and resilience to break the cycle of poverty, build a self-sufficient future, and secure the rights of the poor and marginalized groups at all levels of the state and society.

The Role’s Context

We are seeking a seasoned Media and Advocacy Officer to elevate our voice, amplify the impact of our diverse projects across all thematic areas, and drive our advocacy agenda within the humanitarian and development spheres across the region. This role is crucial for ensuring PHASE’s work is visible and influential among key stakeholders.

  1. Job Purpose

The Media and Advocacy Officer is responsible for the overall development and execution of PHASE’s internal and external communication, media relations, and advocacy strategies across all projects and operational countries.

This role is critical in ensuring the organization’s work is accurately and compellingly represented to key stakeholders, including beneficiaries, donors, partners, and the general public, thereby contributing directly to achieving social empowerment outcomes.

  1. Key Responsibilities

The Media and Advocacy Officer will lead in three core areas:

  1. Media and Communications Management
  • Develop and implement comprehensive internal and external communications and media strategies that align with PHASE’s strategic goals and project-specific objectives across all five countries of operation.
  • Act as the primary focal point for all media inquiries, interviews, and public relations activities, effectively managing the organization’s public reputation.
  • Produce high-quality communication materials, including press releases, success stories, human-interest features, newsletters, briefing documents, and organizational reports (e.g., annual report, project summaries).
  • Manage and maintain PHASE’s digital presence, including the website and social media platforms, ensuring content is current, engaging, and reflective of the organization’s mission and impact.
  • Oversee the branding and visibility of all projects, ensuring strict compliance with donor (e.g., USAID, ECHO) and organizational visibility guidelines.
  1. Advocacy and Campaigns
  • Design and execute evidence-based advocacy campaigns to influence policy and practice related to PHASE’s areas of work (e.g., peace, governance, rights, and access to services).
  • Develop key advocacy messages, position papers, and policy briefs based on project data and research, targeting relevant decision-makers and stakeholders across the region.
  • Represent PHASE in relevant external forums, working groups, and coalitions to advance the organization’s advocacy priorities.
  • Coordinate closely with project teams to integrate communication and advocacy components into all project planning and implementation phases.
  1. Capacity Building and Documentation
  • Train and mentor field staff on basic media engagement, storytelling, ethical data collection (e.g., photo/video consent), and communication best practices.
  • Establish and maintain a well-organized repository of high-quality photographic, video, and written content from all projects for internal and external use.
  1. Required Qualifications and Experience

Essential Requirements

  • Education: Bachelor’s degree in Communication, Media Studies, Journalism, Public Relations, or a closely related field.
  • Experience: A minimum of five (5) years of progressive professional experience in media, communications, public relations, or advocacy, with a significant portion of this experience gained within a humanitarian or development Non-Governmental Organization (NGO) setup.
  • Skills: Demonstrated expertise in developing and executing media and advocacy strategies, excellent writing and editing skills for diverse audiences, proven ability to work under pressure in a fast-paced environment, and strong familiarity with digital media tools and platforms.

Desirable Attributes

  • Master’s degree in a relevant field.
  • Experience with graphic design software (e.g., Adobe Creative Suite) and video editing.
  • Knowledge of specific donor visibility requirements (e.g., USAID, ECHO, UN agencies).

Teamwork Strong collaboration skills and the ability to work effectively across different program teams and organizational levels.
